Gewiss, 703/602-7707x623 The Naval Sea Systems Command (NAVSEA) intends
to competitively solicit for the Improved Limpet Mine (ILM) Prototype
Program under the authority of Section 845 of the National Defense Act
of FY 1994 (Public Law 103-160), as amended by Section 804 of the
National Defense Act for FY 1997 (Public Law 104-201) and 10 U.S.C.
Section 2371. This will be a four-phase program, of which this
solicitation encompasses Phase I and an option for Phase II. During
Phase I, the successful Industry Team will work as part of a
Government-Industry Team to optimize the design of the ILM with the
intent of minimizing the total ownership cost to the user. The
Government Team will design the ILM and the Industry Team will provide
a level of effort support to the Government Team, providing
produceability, fabrication, and construction representation. Phase II
is an option (which may be exercised following Phase I) for the
construction of 25 prototype units which will be used in developmental
and operational testing. Following Phase I and, if option is
exercised, Phase II, the Government will determine whether or not to
proceed to Phases III and IV. A solicitation will be released on or
