Request for Quotation (RFQ) for the lease of a Star Tracker. A Star
Tracker is a spacecraft attitude sensing instrument which combines the
precise attitude determination capability of a traditional star sensor
with the high speed response normally associated with gyros, scanning
earth sensors, and sun sensors. The star tracker will be used by NASA
as part of the Space Integrated Global Positioning System/Inertial
Navigation System Orbital Attitude Readiness development test objective
planned for International Space Station flight 2A.2. This procurement
is being conducted under the Simplified Acquisition Procedures (SAP).
NASA/JSC intends to purchase the items from Cal Corporation -- Space
Systems. Cal Corporation is the only known company which can provide a
star tracker that meets the necessary autonomous attitude
determination capability on a lease arrangement. Also, there are no
other known sources which will support a lease arrangement and also
possess the level of expertise required to meet the SOAR project
schedule. The Government intends to acquire a commercial item using FAR
Part 12. Interested firms have 15 days from the publication of this
synopsis to submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
