546-16-99 to provide a facility to store and maintain the durable
medical equipment (DME) inventory for the Miami VA Prosthetic Treatment
Center and Oakland Park Outpatient Clinic, which serve VA beneficiaries
in Dade, Monroe, Broward and Collier counties, Florida. Examples of
durable medical equipment include hospital beds with side rails,
mattresses, trapezes, patient lifts, manual and power wheelchairs, plus
ancillary equipment and supplies. The contractor will deliver and
install equipment in the homes of VA beneficiaries, recover equipment
and process it for reissue. In addition, there will be scheduled trips
between the contractor's facility and the Miami VA to deliver
reconditioned wheelchairs and other equipment, and to pick up equipment
for refurbishing at the contract facility. Contract period is January
1, 1999 through September 30, 2000 with two additional one year options
for renewal. SIC code 7352 applies and the small business size standard
is $5 million. Contract will be firm, fixed-price. Solicitation is
issued as a commercial item. Offerors must possess the necessary
resources to perform the requirements of the contract, be JCAHO
accredited, have a satisfactory record in the business, and be
financially responsible. The staff performing work under this contract
must be competent, trained and experienced in the types of equipment
provided, and must be able to communicate with the patients and
caregivers. The contractor will provide documentation annually that
personnel providing services are competent in all aspects of the
contract requirements. The contractor must have a satisfactory
telecommunications system to preserve continuous contact with the VA.
A standard infection control precaution policy must be in place, with
ongoing education in reference to this policy documented. The
contractor's facility and equipment must be able to be cleaned and
sanitized. A site visit will be made to the facilities of all qualified
offerors before the contract is awarded. Award will be basedon
technical evaluation for a total of 80% (a)facility inspection --
40%(b)availability of labor force and equipment -- 25% (c)Planning and
management -- 15% and price for 20%. Offers must be submitted to the
