The U.S. EPA under the Simplified Acquisition Procedures of FAR Part 13 intends to issue a sole source purchase order to the California Environmental Protection Agency to develop a model Compliance Assessment Program for states and Tribes to measure the pesticide user's compliance level of the Worker Protection Standard, Title 40, Part 170 of the Code of Federal Regulations; and pesticide labeling. The purpose of this program would be to provide enforcement program managers with a method to indicate the effectiveness of pesticide regulatory requirements. This requirement was originally conducted under Grant Proposal Procedures. A call for proposal was issued on June 30, 1998 to all State and Tribal Lead Agencies and EPA Regional offices responsible for pesticide programs, with proposals due no later than August 15, 1998. The Call for Proposals contained evaluation criteria and submitted proposals were evaluated based on that criteria and the State of California was selected to award. Due to the level of input required from the U.S. EPA for this project, this requirement was converted from a grant proposal to a simplified acquisition. The EPA is FACNET certified.
