forty-eight (48) month effort is to provide documented descriptions,
analysis, and assessments of the present and future required C4ISR
capabilities, organizations, resources, procedures, and information
flows which now, or will, comprise the C4ISR "system" for supporting
the operational missions assigned to each of the following Unified
Commands: US European Command (USEUCOM), US Pacific Command (USPACOM),
US Southern Command (USSOUTHCOM), US Special Operations Command
(USSOCOM), US Transportation Command (USTRANSCOM), US Strategic Command
(USSTRATCOM), and US Space Command (USSPACECOM). When requested by the
Unified Commands, the systematic and structured C4ISR planning process
of Command Information Superiority Architectures (CISA) will extend to
the commands' Service components, Sub-Unified Commands, and other key
subordinate organizations. Expected additional participants include
the US Section of the North American Aerospace Defense Command, Air
Combat Command (ACC), Forces Command, and the USEUCOM Joint Analysis
Center. A read library containing technical information relating to
this acquisition will be available 30 Nov 98 at two locations. Access
to the library at Air Force Research Laboratory, Rome Research
Site/IFEB, Rome NY, can be obtained by contacting Mr. Richard Loreto,
(315) 330-3793, at least 72 hours in advance. Access to the library at
Office Assistant Secretary of Defense (C3I) Information Integration
and Interoperability (II&I) CM3-7th Floor, 1931 Jefferson Davis
Highway, Arlington VA 22202, can be obtained by contacting Mr. Truman
Parmele, (703) 607-0249, at least 72 hours in advance. The library
contains technical data subject to export control. Prior to review,
potential offerors must submit a copy of an approved DD Form 2345,
"Military Critical Technical Data Agreement", along with a letter from
the Data Custodian designated on that form, authorizing access by
whomever will be reviewing the library. Send this to ATTN: Richard

attention at (703) 607-0248. The successful contractor may receive
and/or generate technical data subject to export control in the
performance of the contract. Therefore, prospective offerors must
provide a completed and approved DD Form 2345 which certifies the
offeror is on the Certified Contractors Access List (CCAL) or the
offeror is seeking application to CCAL. The successful offeror must
have a completed and approved DD Form 2345 prior to award. For further
information on CCAL, contact the Defense Logistic Service Center at
1-800-352-3572. Foreign participation is excluded at the prime
contractor level. TS/SCI clearances will be required for performance,
as well as a contractor-owned SCIF certified for analysis, production,
and storage. An Ombudsman has been appointed to hear significant
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. Routine questions, such as
clarifications of the Statement of Work or the terms and conditions,
are not considered to be "significant concerns" and should be
communicated directly to the Contract Specialist, Renee Arcuri, (315)
330-4777. The purpose of the Ombudsman is not to diminish the authority
of the contracting officer or program manager, but to communicate
contractor concerns, issues, disagreements and recommendations to the
appropriate Government personnel. The Ombudsman for this acquisition is
Vincent Palmiero, Chief, Policy and Management Branch, at 315-330-7746.
When requested, the Ombudsman will maintain strict confidentiality as
to the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. The
Ombudsman should only be contacted with issues orproblems that have
been previously brought to the attention of the Contract
Specialist/Contracting Officer and could not be satisfactorily resolved
at that level. The draft solicitation is expected to be released on or
around Jan/Feb 1999. The solicitation is expected to be released
approximately two (2) months after the issuance of the draft
solicitation. Refer to the web link in this notice for any milestone
updates. When it is issued, the draft solicitation will be posted to
the Rome Research Site Business Opportunities Page at the web link
contained in this notice. See Numbered Note 26. No telephone requests
for the solicitation will be honored. All requests must be addressed to
