will support in-house project design and production efforts. FD&CC
projects typically involve the multi-disciplinary design of new and/or
modifications to existing Coast Guard shore facilities such as
housing, support buildings, waterfront & pier work and community
service projects. Services required include: AutoCAD generated drawing,
drawing organization, interdiscipline drawing coordination, plotting,
reprographics and production of CAD project data. Selected contractors
will be required to work with Coast Guard to provide accurate and
responsive drawings for all phases of design based on sketches,
diagrams, existing CAD drawings and other materials provided by FD&CC
(PAC). Drawing will conform to established U.S. Coast Guard and FD&CC
(PAC) drawing standards and practices. Required tasks will be
individually defined and negotiated on a per task basis. Qualified
firms shall possess competent staff supervised by a registered
professional engineer or architect capable of providing a quality
assurance program. One contract is to be awarded with an estimated
value of $250,000. Contract will be for one year with an option for one
additional year. Individual contract tasks will not exceed $5,000.00
the minimum guaranteed contract amount is $100,000. The evaluation
criteria, in order of importance, is as follows: 1. Professional
qualifications relative to the above work and of staff to be assigned
to the project. 2. Capacity/capability of firm to respond and
accomplish work in required time. (Provide number and types of
equipment presently utilized). 3. Proximity of USCG FD&CC (PAC). 4.
Specialized experience of firm in CAD production work. 5. Past record
of performance with government and private clients. 6. Minority and
woman ownership and employment of firm and consusltants; provide
percentages of minority and women employment by discipline in the firm.

consultant's SF 254s including organizational chart of key personnel to
be assigned to this project. The submittals must be received in this
office by 4 PM Pacific Time 16 December 1998. Telephone calls are

will be furnished prior to selection of short listed firms. The
following infor- mation applies only to Minority, Women-owned, and
Disadvantaged Business Enterprises (DBES). The Department of
Transportation (DOT), Short-Term Lending Program (STLP) offers working
capital financing in the form of lines of credit to finance accounts
receivable for trans- portion related contracts. Maximum line of credit
