Naval Academy has a requirement for the overhaul of (2) two Detroit Diesel series 12V-71N marine diesel propulsion engines and two (2) Detroit Diesel series 3-71N marine diesel generator set engines. Engine equipment specifications are available from the manufacturer. Refer to engine build lists for engine serial numbers 3A101455 and 3A101453 (3-71N model 1033-7005), engine serial number 12VA-81391 (12V-71N model 7122-3001), and engine serial number 12VA-81526 (12V-71N model 7122-7001). 12V-71N engines will be supplied for overhaul without marine gears. 3-71N engines will be supplied for overhaul without generator ends. All offerors shall currently employ only Detroit Diesel factory trained and certified technicians for Detroit Diesel engine disassembly, inspection, reassembly and testing. Offerors must provide with their offer proof of Detroit Diesel factory trained and certified technicians by providing a copy of the Detroit Diesel Certificate for employees who will be overhauling these Detroit Diesel engines. The Government will not accept certification on offeror's letterhead; certification SHALL ONLY BE FROM DETROIT DIESEL. Quotes received which do not have this certification will be considered non-responsive. The contractor shall provide crates, pallets, cradles and all materials required to transport engines for overhaul to the contractor's facility. The contractor shall assume responsibility for protecting engines in transit from weather, impact or other damage and for the entire time that the engines are in the contractor's possession. The contractor shall arrange for pick-up of the engines between 0730-1030 and 1230-1500 Monday through Friday. Quotes shall be FOB Destination. Engines are located at the Small Craft Department, U. S. Naval Station, 66 Halligan Road, Annapolis, MD 21402. All quotes will be evaluated using the Best Value Method. Requests for copy of Request for Quotations N00161-99-Q-0021 MUST BE IN WRITING. NO TELEPHONIC REQUESTS WILL BE HONORED. Statment of Work will be incorporated into the Solicitation. Interested quoters may mail or fax their requests to the attention of Mrs. Judy M. Stivers.
