(RFP) solicitation. No computer disk or paper copy will be sent, and it
is the proposer's responsibility to check the Internet website
(htt://www.bosjoc-fmc.com) daily in order to be notified of any changes
to the solicitation. It is the general intention of this solicitation
to obtain facilities, and public works related maintenance, operation,
repair, and construction services on an as-needed basis for federal
installations located in California, Nevada, Arizona and New Mexico.
The resulting contract from this solicitation will be n Indefinite
Quantity contract. Services will be ordered on a firm-fixed price,
indefinite quantity basis by the award of Delivery Orders (DO). The
contract will have a maximum ceiling of $50 million per year or $250
million over the course of the proposed 5 years. The contract is for a
12-month Base Period with government election to exercise option for
4 additional 12-month periods. Contract completion will occur when the
ceiling is reached or at the end of the last option period, whichever
occurs first. The RFP, its forms and attachments, and plan holders
list will be available for downloading on PWC's webpage at
http://www/bosjoc-fmc.com. Please note if you download copies of
solicitation from the webpage, you will NOT automatically receive ant
amendments to those solicitations. It is your responsibility to check
the webpage frequently to see if any amendments have been issued. All
amendments will b posted on the webpage. All responsible sources may
submit a proposal for consideration by the Navy Public Works Center San
Diego. The initial award will b for the base year only. This will be a
two-phase solicitation in accord with FAR 36.3. For this acquisition,
Phase I evaluation factors are 1) Corporate Experience and Past
Performance, 2) Capability of Key Personnel, and 3) Commitment to Small
Business. The phase I evaluation factors are of equal importance. Phase
II Evaluation factors are 1) Management Approach, which is equal
importance to the aggregate of the Phase I factors and 2) Cost/Price.
All evaluation factors other than Cost/Price, when combined, are
significantly more important than Cost/Price. A written proposal will
be the basis for the Phase I evaluation. An Oral Presentation will be
the basis for Phase II evaluation of Management Approach, and written
proposal will be the basis for the phase II evaluation of Cost/Price.
A maximum number of 3 offerors will bee selected to participate in
Phase II. This project is unrestricted. The Standard Industrial Code is
8744. Contract award will be based on "approachest Value." This
approach permits the Government to have tradeoffs among cost or price
and non-cost factors. The Government will evaluate costs and quality of
the offeror's past performance in distinct and separate evaluation from
the Contracting Officer s past performance in distinct and separate
evaluation from the Contracting Officer's responsibility determination.
Assessment of the offeror's past performance will be used as a means of
evaluation the relative capabiity of the offeror to successfully meet
the requirement of the solicitation. The offeror shall describe past
performance on all directly related or similar contracts held which are
of similar scope, magnitude, and complexity to this requirement.
Offerors, which describe similar contracts, shall provide a detailed
explanation demonstrating the similarity of the contrasts to the
requirement of the solicitation. The Government reserves the right to
select any, all, a part, or none of the proposals received in response
to this announcement. NOTE: Offerors will be eligible for award only
if they gave registered in Department of Defense's (DOD) Central
Contractor Registration database. (Http://cc.edi.disa.mil) The
Government will not cover any costs associated with proposal
preparation, nor pay, as direct expense, preparation expenses on
awarded contracts. The offeror shall provide the following information
regarding past performance. Contract number(s), name and reference POC
at the federal, state, or local government, or commercial entity for
which the contract was performed, dollar value of the contact, detailed
description of the work performed, names of subcontractor(s) and
number, type and severity of any quality, delivery, or cost problems in
performing the contract, the corrective action taken and the
effectiveness of the corrective action. The Government reserves the
right to obtain information for use in the evaluation of past
performance from all sources including sources outside the Government.
Offerors lacking relevant past performance history shall receive a
neutral rating for past performance. The offeror must provide
information requested above for the past performance evaluation or
affirmatively state that it possesses no relevant directly related or
similar past performance. An offeror failing to provide the performance
or to assert that it has no relevant directly related or similar past
performance will be considered ineligible for award. The Government
reserves the right to award the contract without initiation
discussions. Pages submitted beyond the limit for each factor will be
not be considered in the evaluation. The page limitation for each
