under its contract with the United States Air Force Civil Engineering
Support Agency (AFCESA), to express interest in the purchase of the
major utility systems at Gunter Annex, Alabama. Under the referenced
contract, Sverdrup Facilities, Inc., along with its subcontractor
Talisman Partners, Ltd., are performing a privatization study for the
electrical distribution, natural gas distribution, water distribution,
and wastewater collection. As a part of the study, Talisman Partners,
Ltd. is seeking non-binding Letters of Interest from sources
interested in purchasing any or all of the above mentioned utility
systems. Interested parties should also refer to a separate similar
announcement for Maxwell Air Force Base which has operations offices
for Gunter Annex. Privatization will transfer the responsibility for
ownership, operation, maintenance, and repair of the Government-owned
distribution systems and the responsibility for securing competitive
and comprehensive utility service (including delivery, transmission,
and distribution) to such systems, in compliance with applicable State
and Federal laws and regulations. The primary functions of Gunter
Annex include the instruction of forces through the Air Education and
Training Command (AETC) Major Command. The annex hosts several Air
Force units with a variety of missions. The base covers approximately
0.6 square miles of land including 87 facility buildings with 317 units
of family housing (131 buildings) The following system parameters are
approximations. Electrical Distribution: design capacity 10 MW; 46
miles of service line; annual energy of 47,566 MWh; 15% residential
usage; 85% commercial/industrial usage; average age of the system 13
years. Natural Gas Distribution: design capacity 1,255 kcf/day; current
annual consumption 95,480 kcf; pipeline length 10.8 miles; 27%
residential usage; 73% commercial/industrial usage. Wastewater
Collection: design capacity .53 MGD; annual consumption 174,105 kgal;
pipinglength 17 miles; 33% residential usage; 67% commercial industrial
usage; average age of system 41 years. Water Distribution: design
capacity 1.0 MGD; annual consumption 193,450; piping length 26 miles;
residential usage 33%; commercial/industrial usage 67%; average age of
system 41 years. The study being conducted includes identifying
potential parties to determine the level of industry interest, and to
receive input concerning what is attractive or unacceptable in the
concept. Parties having an interest in purchasing one of more of the
utilities should submit a Letter of Interest to the point of contact.
Respondents will be provided with additional technical information
regarding the specific utility systems though no operating cost data
will be included. The Letter of Interest should include a company
profile and a general description of the company's capability to own,
operate and maintain the systems. The Letter of Interest should also
include a clear description of the source's ability and legal rightto
