three year requirement contract. This first year is the basic, then two
option years. The following are the BEQ's (Best Estimate of Quantities)
for each year: Year 1 (basic): 285 each; Year 2 (option year 1): 295
each; Year 3 (option year 2): 290 each. Solicitation is expected to be
issued approximately 7 Dec 1998. Government-furnished drawings are not
available. To be eligible for award, offerors must be approved sources.
The Government is not required to delay contract award pending Source
Approval Requests (SARs). Offerors are encouraged to submit SARs as
soon as possible. If the Government has not completed review of the SAR
when the contract is awarded, it will be retained and the Source will
be reviewed for possible source approval for future awards. TO: United

Supplies and services required are available from only a limited number
of responsible sources and no other type of supplies or services will
satisfy agency requirements. All potential offerors should contact the
buyer/PCO identified in this notice for additional information and/or
to communicate concerns, if any, concerning this acquisition. If your
concerns are not satisfied by the contracting officer, an Ombudsman
has been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of an acquisition. The Ombudsman
does not diminish the authority of the program director or Contracting
Officer, but communicates Contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentially as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
