The Department of Defense (DoD) has identified its requirement for the development and manufacture of a Joint Service General Purpose Mask (JSGPM) to replace the M40/42 series and MCU-2/P series masks currently in use by the U.S. Army and U.S. Marine ground and combat vehicle operations; and the U.S. Air Force and U.S. Navy ground applications. A Performance Specification detailing the Government's needs was released under the draft Request for Proposal (RFP) DAAD13-98-R-0045 on October 21, 1998, at the following Internet address http://www.sbccom.apgea.army.mil/srs/amcac/index.html. To access the Performance Specification, after connecting to the Internet address, click on the "Draft RFP Button" and select the draft RFP DAAD13-98-R-0045 titled "Joint Service General Purpose Mask." Next select the "CONTINUE" prompt at the bottom of the Introduction Page and select the Performance Specification. Interested sources that can meet the requirements should provide sufficient data within 35 calendar days outlining their capabilities and product as it relates to the Performance Specification. The Government will analyze this data to determine: 1) The existence of sources that are capable of meeting the Government requirements as stated in the Performance Specification; 2) The availability of Commercial Items (CI) suited to meet the Government needs and customary practices for producing, distributing, and supporting CI, i.e., warranties, maintenance, packaging, and marking; 3) In the absence of CI, the availability of nondevelopment items (NDI) that -- (a) meets the requirements of the Performance Specification, (b) could be modified to meet the requirements of the Performance Specification, or (c) could meet the requirements if the requirements were modified to a reasonable extent; 4) The degree to which CI or NDI could be incorporated at the component level; and 5) The customary practices regarding customizing, modifying or tailoring of items to meet the requirement. The use of CI and NDI are as defined in Federal Acquisition Regulation (FAR) 2.101.
