The Government intends to purchase, on a sole source basis, Xvideo Sbus High Performance Video Systems manufactured by Parallax Graphics, Inc. of Santa Clara, Ca. to include the following: (1) P/N XVC-XTRA, REFURBISHED Xvideo Sbus High Performance Video System for Sun computers, comprised of a single slot Sbus 32 bit overlay board for up to 1280x1024 76z displays with composite and Y/C (S-Video) dual-channel input and outputs and accelerated JPEG video compression. Overlays high quality video on CGX, TGX, TGX+, Creator 2D and 3D Sun Graphics boards. Includes Video Development Environment, VideoTool, and MovieTool, software on CD, cabling and manuals. (CD-VDE-SUN) Video Development Environment for Solaris 2.5 (3 each); (2) P/N XVC-700, NEW Xvideo700 EISA Bus High Performance Video System for Hewlett-Packard (2 each). These items must be year 2000 compliant and written documentation addressing this issue must be provided with the vendor's quote. The XVC700 is the only EISA bus video board with HP-UX UNIXsoftware support for Hewlett Packard workstations. The XVC700 and XVC-XTRA support NTSC, PAL, S-Video (Y/C) inputs to display 2 simultaneous live video windows on the workstation screen. The XVC700 and XVC-XTRA support NTSC, PAL, S-Video (Y/C) output from the workstation to a low resolution display or for recording on a VCR. The XVC700 and XVC-XTRA have accelerated JPEG compression and decompression in hardware which supports the capture and storage of 30 frame per second video clips to disk or the networking of video. XVC700 and XVC-XTRA are interoperable between HP workstations and Sun workstations. TCS will be hosted on both types of machines. The XVC700 is the same component used by the US Navy Precision Targeting Workstation (PTW). The XVC700 will be used as a part of the Navy variant of the Tactical Control System (TCS), a TAC-4 based system, which is required to be interoperable with PTW for the exchange of video data. This can only be accomplished by using the same video system in both systems. The XVC-XTRA is compatible with the frame grabber component used in the PTW and the Navy variant of the TCS. The XVC-XTRA will be used as a part of the Army variant of the TCS. These items must be purchased from Parallax Graphics Inc. in order to meet the TCS requirements. They are the manufacturer and only source to provide the needed items. This synopsis/solicitation will be awarded utilizing Simplified Acquisition Procedures. All responsible sources shall provide written documentation stating they are authorized by Parallax Graphics Inc. to provide the needed items along with their fax quote which shall be considered by the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Va. 22448.
