of Agriculture's Design Center, a unit within the Office of
Communications, requires the services of a graphic print production
support contract. The contractor shall provide all personnel,
equipment, tools, materials, supervision and other items and services
necessary to perform as defined in the Performance Work Statement
(PWS). The contractor shall perform to the standards in the contract.
USDA shall provide design direction, standards and general
specifications for each project. Electronic production work must be
performed using Macintosh platform applications as primary with some PC
platform applications secondary as determined by USDA. This contract is
to provide camera ready electronic layout production support of various
graphic print products produced by the Design Center including:
Technical support to determine, unless specified, the most efficient
and effective electronic formatting and software layout application to
use for project production. Reflect layout considerations to meet
legibility requirements for audience limitations pertaining to the
Americans with Disabilities Act; Using the latest available layout and
illustration application programs for Macintosh and PC platforms that
are compatible with USDA; Providing occasional electronic layout
templates in both Macintosh and PC for USDA use; Providing editorial
support services of manuscript including proofing, indexing, and
language translation. A typical electronic production support project
consists of initial meeting with Project/Product Manager for task
assignment, objective, production schedule, and cost determination of
product to be produced from given specifications. Camera ready artwork
to be produced in best quality level for printing reproduction with
highest standards of accuracy, durability, and appearance to maintain
single or multicolor detailed halftones, trappings, separations,
bleeds, very fine line drawings, text, charts, graphs, and up to 300
line screen halftone reporoduction requirements. Size of projects will
vary from small to lagre scale. Average sized production project
consists of 32 pages including cover, two color inks, 6 charts, 5
tables, 3 photos, to be performed within 10 working days. The resulting
contract shall be a requirements type contract as identified in clause
52.216-21, Requirements (OCT 1995) with a base year and one option
year. This is a 100% small business set-aside. Standard Industrial Code
