The Air Force Research Laboratory Munitions Directorate (AFRL/MN) requires the purchase of four Resistor Array Projector Package Upgrades and one new Resistor Array Projector Package in support of the Kinetic-Kill-Vehicle Hardware-in-the-Loop Simulator (KHILS) programs. The contractor will be tasked with the following: (1) The resistor array integrated circuits and Kyocera chip carriers for one cryogenic and three room temperature projection packages shall be replaced. (2) The cooling blocks for two of the room temperature packages, flat window models, shall also be modified or replaced to accommodate the Multispectral Scene Projector (MSSP) style window and paddleboards. (3) One copy of the cryogenic projection package shall be fabricated and assembled complete with cooling block, VCR terminated vacuum line, VCR terminated water lines, Kyocera chip carrier, paddleboards, window, and resistor array. (4) The contractor shall leak check and evaluate all projection packages, four upgraded and one new, foroperability. The Government will accept the packages based on it's evaluation of dead rows, dead columns, "on" pixels, and array uniformity. The Government shall provide the contractor with the following equipment and components: one KP101 cryogenic scene projection package, one slanted window Wideband Infrared Scene Projector (WISP) projector package, two flat window WISP projection packages, five Kyocera chip carriers, three ZnSe IR windows, five WISP resistor array integrated circuits, and five paddleboard sets. Interested firms, possessing the capabilities and backgrounds required for this acquisition should submit statements of compatibility in accordance with Note Number 25 to Capt Joyner at the address displayed above. Responses to this synopsis must be received within 15 days from date of publication. It is imperative that all respondents recognize that this synopsis is published for information and planning purposes only. It does not constitute an IFB or RFP, and in no way binds the Government. After statements of compatibility have been screened, a solicitation may be issued to those prospective sources, which in the sole judgment of the purchasing activity have the potential to successfully fulfill the requirements of the planned contract. Firms responding to this synopsis should state whether they are or are not a small business concern as defined in FAR 52.219-1 (Size standard = 500 employees). The Air Force reserves the right to consider a small business set-aside based on responses to this synopsis. Furthermore, this requirement may be awarded as a sole source if the Air Force determines that only one source is capable of satisfying the requirements. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate concerns during the proposal development phase of this acquisition. All potential offerors should contact established channels to voice concerns before contacting the Ombudsman. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection decision. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the contracting officer and could not be satisfactorily resolved at that level.
