The Government intends to issue Solicitation DAAB07-98-R-Y003 to invite interested parties to participate in the Joint Tactical Radio System (JTRS) architecture definition study which will constitute Step 1 of the JTRS program. The goal for Step 1 of the JTRS Program is to develop a baseline definition for the JTRS architecture, and to create a plan for development of the full JTRS architecture in Step 2. The Step 2 development effort will be solicited at a later date under a separate invitation. It is anticipated that this Solicitation will lead to the consummation of one or more agreements using the "other transaction" authority of 10 U.S.C. Section 2371, as amended.
