Saint Francis Medical Center is the only hospital located in the same city and the VA intends for its own physicians to be able to follow VA beneficiaries. This contract is negotiated in accordance with 38 U.S.C. 8153. The proposed contract action is for acute inpatient services for which the Government intends to solicit and negotiate with only one source and a solicitation is not available.
