R -- COMPETITIVE SOURCING FOR PERSONAL DEVELOPMENT DUE 121698 POC Capt Ricky T. McGlothin (719) 333-6708 This is the second sources synopsis regarding an USAF Academy, Colorado, Competitive Sourcing effort conducted utilizing OMB Circular A-76 for Personal Development. Air Force Academy personnel are conducting the competitive sourcing process. The purpose of this study is to determine if it is efficient for government operated or contractor operated functions within this group of activities. None of the areas of this study will be separated. There will be one contract for all area included in this study. Non-personal service requirements include all personnel and supervision and could potentially require all equipment, vehicles, tools, materials, and other items to accomplish Personal Development responsibilities. The Personal Development study is a combination of several areas located on the United States Air Force Academy that will be placed on a single contract. The following areas are included in this study: The 34th Training Wing directs the management, administration, and control of all cadet extracurricular activities (cadet clubs), the USAFA entertaining programs, Lawrence Paul Pavilion and cadet lodge. The 10th Services Squadron area operates and manages recreation activities, physical fitness centers, marketing office, skill development center and services plans. Recreation activities include cadet lounges, cadet services, Information Tickets and Tours (ITT) and catered functions for cadets. The physical fitness center oversees the operation of the fitness center (gym) and its sports programming. The marketing office analyzes current market data to develop marketing plans and strategies for service activities. The skill's development center manages and oversees automotive skills, skills development programs and arts and crafts. The Services Plans office is responsible for the administration of safety and work orders. The 10th Mission Support Squadron area includes the Education/Training offices, Family Support Center, and Military Personnel. The Education/ Training Service office provides educationprograms at the graduate and undergraduate levels and professional educational counseling services for assigned military personnel, their dependents, and civilian employees. The Family Support Center office is responsible for supporting retention and unit readiness by helping families adapt to the demands of Air Force life. The Military Personnel area includes the Personnel System Management, Awards and Decoration, and Military Records sections. The Personnel System Management section manages the Base Level Military Personnel System (BLIMPS). The Awards and Decorations section processes awards and decorations for all military assigned at the United States Air Force Academy. The Military Records section maintains records on all military assigned to United States Air Force Academy. The Community Center Library functions as the general base library and provides general library services required by faculty, cadets, and staff of the Air Force Academy Preparatory School-post-secondary, college-prep program students enrolled in on-base PME courses, tenant agencies, dependents and retirees. The Director of Admissions area distribution office provides routine and mass mailing support to the Admission Office. The Public Affairs office researches and writes news; feature stories, publishes a weekly newspaper and prepares broadcast products for the internal use throughout the Air Force for marketing to civilian media. Additionally, they manage and operate the United States Air Force Academy Visitor Center. The Social Actions office maintains proactive education and training programs for the military, cadet, and civilian in areas of discrimination, sexual harassment, human relations and diversity management. All interested business concerns should indicate interest in this acquisition by providing the company name, mailing address, phone number, and electronic mail address to the 10 ABW/LGC, 8110 Industrial Drive, Suite 200, USAF Academy CO 80840-2315 no later than 3:00 P.M. MST, 16 Dec 98. Interested business concerns are requested to provide sufficient written information supporting their capability and past performance to perform. This information should include, as a minimum, (a) College degrees and applicable certifications required for positions in education office, library and social actions; (b) provide quality/safety program currently in-use by the contractor; (c) provide management infrastructure and corporate financial capability to support these two types of operations similar to the magnitude of this requirement, (d) provide past corporate and government contracts with references, outlining related contractual responsibilities, and points of contact, with current telephone numbers. Small Business concerns must provide written proof of capability and a positive statement of eligibility as a SB concern. Indications of interest by SB concerns without required information regarding capability and eligibility would not be considered in a SB set-aside determination. For purposes of his acquisition, the Standard IndustrialCode (SIC) being considered is 8744. The anticipated business size is $5.0 million. Small, Historically Underutilized, and Women-owned businesses are encouraged to submit data. This is a sources sought synopsis only. An issue date for the solicitation has not been established. A subsequent synopsis will be issued at a later date to provide solicitation issuance details. As mentioned previously, all offices included in this synopsis will be on a single contract.
