COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 18,1998 PSA#2224INDUSTRY FORUM FOR ARMY FAMILY HOUSING (AFH) PRIVATIZATION INITIATIVE
The Assistant Secretary of the Army (Installations, Logistics and
Environment) will host an Industry Forum to introduce the U.S. Army's
Residential Communities Initiative (RCI), a new program to privatize
AFH on 42 Army installations. The purpose of the forum is to exchange
and provide information about the Army's general concept for housing
privatization and community development. The forum allows potential
developers to voice their concerns and judge whether or how they can
satisfy the Army's requirements; enhance the Army's ability to
privatize AFH and increase efficiency in the acquisition process for
the Government and Industry. Currently over 75 percent of Army Family
Housing (AFH) do not meet current housing standards. In addition, at
many installations there is a shortage of adequate, affordable housing
off-post. The Army's objective is to eliminate all inadequate AFH and
to eliminate the AFH shortage by 2010. This is the first of four
Regional Forums to promote the Army's Housing Privatization Program,
and to explain our new streamlined procurement and partnership process.
Under the RCI program, the Army intends to transfer AFH at each of the
42 installations to a private sector entity. This entity will:
revitalize the existing housing; build new housing; own, operate, and
maintain the housing for an extended period; and rent the housing to
Army families. Topics will include a discussion of current Department
of the Army policy on taxation and utilities payment, as well as Army
authorities under the Military Housing Privatization (MHPI) Legislation
(Public law 104-106), such as the authority to make direct loans and
issue loan guarantees. Our goal is to issue a solicitation for the Fort
Hood project by early 1999. Fort Lewis, Washing; Fort Stewart, Georgia;
Fort Meade, Maryland; and subsequent installations are expected to
follow at two-month intervals. The Forum will be held on 2 December
1998 in Dallas, Texas at the Le Meridien Hotel. Space will be limited
to a maximum of 300 participants. If the number of applicants exceeds
300, the excess will be given priority to attend the next RCI Industry
Forum scheduled for no later than February 28, 1999. In order to make
