Subject to final approval, the Bureau of the Public Debt intends to acquire, on a sole-source basis through the American Association of Retired Persons (AARP), print ads for test marketing purposes. The ads shall be in two consecutive issues of "Modern Maturity" and shall be 2/3 page four-color insertion in each. The ads will be used to support the new Savings Bonds EasySaver Plan, an automatic purchase mechanism for consumers. The test is designed to reach people over the age of 50. The ads will target two markets, Florida and probably California, with a total circulation of approximately 3.13 million. In addition to the ads, AARP will include an offer of Savings Bonds informational material to readers through their "Info Express" page in the full-run of the magazine. The page shall include the World Wide Web address. At the end of a fourteen-week fulfillment period, AARP will provide an analysis of the responses, broken out by state and by working or retired readers. No solicitation document is available. A request for documentation will not be considered an affirmative response. All affirmative responses must be in writing and must be accompanied by clear and convincing evidence to clearly show compliance to the requirements. If no affirmative written response is received, within 15 days after publication of this notice, to the effect that comparable item(s)/services is/are available, and that it is more advantageous to the Government than obtaining these items/services through a sole-source contract, a sole-source award will be made.
