The Naval Air Warfare Center Aircraft Division Lakehurst intends to negotiate this class of orders with Canadian Commercial Corporation, Ottawa, Canada (CCC). CCC is the designer, developer, and sole manufacturer of the HLS, and is the only known firm possessing the knowledge, experience and technical expertise necessary to fulfill the Navy's requirements.
