zinker@tacom.army.mil. The U.S. Army Tank-Armaments and Automotive
Command is seeking potential sources, product information, and helpful
comments for the acquisition of improved primer paint for steel ground
vehicles. The improved paint primer shall be comprised substantially of
zinc and the zinc shall be of sufficient density and composition to
bond with itself as well as the base metal and do so to such an extent
that the primer coat surface becomes electrically conductive once
cured. Subsequent coats applied later must also bond with underlying
older coats once exposed. This is necessary so that cathodic protection
is provided to the underlying ferrous material. This paint primer shall
be capable of being applied by brushing, spraying, or immersion in
moist conditions. Limited comparative and/or qualification testing will
be conducted by the Government to verify that the paint primer can be
substituted for existing primers and that it is compatible with
existing topcoats, including Chemical Agent Resistant Coating (CARC).
Inputs from industry, commercial interests, government laboratories,
etc., both domestic and foreign are welcome. Because thorough corrosion
prevention testing is extremely time consuming, substantial weight
during decision making will be placed on received historical
documentation. Data submitted shall demonstrate that the candidate
coating has a well established track record of corrosion prevention
over many years in hostile environments, including salt water exposure.
All data will be for official Government use only, any data with
limited rights should be clearly marked, and any data provided will not
be returned. This is a Request For Information (RFI) only. The
Government will not pay for any information received in response to
this RFI, nor will the Government compensate any respondent for any
costs incurred in developing or submitting the information provided. A
response is required by November 23, 1998. Information shall be
