RESEARCH AND ASSESS DISPLAY TECHNOLOGIES WITH THE POTENTIAL TO REPLACE
TERRAIN BOARDS USED IN MARINE CORPS STAFF TRAINING APPLICATIONS. The
Naval Air Warfare Center Training Systems Division (NAWCTSD), U.S.
Marine Corps Ground Programs Office in Orlando, FL is pursuing a
contracted effort to assess evolving display technologies with the
potential to enhance Marines Corps Staff training applications. This
synopsis seeks the identification of qualified offerors to investigate
3-D display technologies. The effort will include researching and
assessing display technologies and performing a trade study leading to
the replacement of physical terrain boards with digital 3-D technology
or an alternative digital solution. This effort seeks technology that
enhances training and with the potential to reduce life-cycle costs and
physical space requirements. The deployability of the technology is a
plus. Those contemplating submission of a white paper are encouraged to
contact the technical point of contact (TPOC)prior to submission of a
white paper or research proposal. The recommended four-step sequence is
telephone call, informal white paper, research proposal, and contract
award for selected projects. This sequence allows earliest
determination of the potential for funding and avoids contractor and
Government time spent on efforts that may have little chance of being
supported. The TPOC is Mr. Bob Burgust, (407) 380-4824. Offerors are
encouraged to submit white papers. The white paper should address the
following elements: 1) Concept for using 3D displays or alternative
technologies in the Combined Arms Staff Trainer(CAST) training
configuration. 2) Proposed approach for researching and assessing the
technologies required in the concept. 3) Identification of research
issues related proposed concept. Each white paper will be reviewed in
order to determine if the proposed effort is within the scope and
interest of BAA 96-1. The white paper will be limited to 20 pages,
single-spaced, double-sided pages. Subsequently, offerors will be
notified whether or not their white paper was favorably received.
Favorable review of a white paper does not constitute selection of the
proposed effort for contract award and will not establish a binding
commitment for the government to fund the effort. Each offeror that
submits a favorable white paper will then be asked to submit a
proposal. Proposals will be evaluated in accordance with BAA 96-1.
Proposals (when called for) must be submitted to NAWCTSD, Contracts
Division, Code 27222, and ATTN: Robert Riddle, 12350 Research Parkway,
Orlando, FL 32826-3275. Please refer to NAWCTSD BAA 96-1 for specific
information on proposal preparation, proposal evaluation, proposal
forms, and other research interest areas. BAA 96-1 remains unchanged
and companies that have already requested and received a copy need not
request another. New requests for copies of BAA 96-1 must be in
writing and faxed to the attention of Joseph Liberatore at (407)
380-4495. No solicitation shall be released. Contracts for selected
proposals will be awarded around February 1999 and for a period not to
exceed nine months. Anticipated funding under this BAA for FY99 is
