Firm fixed price Architect-Engineer services are required for design
and preparation of plans and specifications and/or Design/Build Request
for Proposals for the purpose of bidding and construction of a variety
of projects related to the TRIDENT D-5 Program at the Strategic
Weapons Facility Pacific (SWFPAC), Bangor, WA, subject to Congressional
Appropriation. This contract provides design for new construction,
additions, renovations, and utilities and site improvements. Several of
the projects are located in a limited access area with extraordinary
security requirements. The primary design efforts will include the
preparation of final plans and specifications, with related engineering
services, for the following projects (listed in anticipated order of
award): P-321, Trident II D5 Modifications, Phase I: Upgrade, realign,
overlay, and increase the turning radii and shoulders of roads; widen
vehicle access through security gates; relocate utilities; provide
paved D-5 ballast can storage and crane pad; provide D-5 security
upgrades in the Limited Area; modify access to the Motor Transfer
Facility, including new concrete pads and railroad trackage, and 480
volts electrical service; modify 8 existing Reentry Body (REB)
Magazines to add reinforced concrete mechanical equipment rooms, HVAC
equipment and ductwork; modify 4 existing Missile/Motor (MM) Magazine
aprons. (The estimated cost range of construction is between $5M and
$10M). P-945, Explosive Handling Wharf (EHW) Modifications: Modify
approximately 2000 SF of EHW deck to add concrete load bearing pads and
Missile Erection Bridge tie-downs; Modify existing Service Unit storage
platform; Replace Guidance Support Equipment receptacles. (The
estimated cost range of construction is between $1M and $5M). P-955
Utilities & Site Improvements Phase II: Modify or upgrade existing
roads, berms, utility systems, site improvements, security facilities,
fencing, apron improvements, electrical and communication systems, and
guard towers, including environmental mitigation. Provide a storage
facility for D5 components and three Kneel Down Transporters (KDT).
(The estimated cost range of construction is between $1M and $5M).
P-965 Explosive Handling Wharf (EHW) Pier Extension and Modifications:
Provide a 600 foot pier extension to the existing EHW capable of
supporting a surface ship and a TRIDENT submarine. Provide replacement
of all existing 24" diameter hollow pre-stressed concrete piling at
the existing EHW. (The estimated cost range of construction is more
than $10M). P-960 Missile/Motor Magazine Modifications: Modify 11
existing Missile/Motor (MM) Magazine aprons. (The estimated cost range
of construction is between $500K and $1M). P-964 Covered Storage Area
(CSA) Addition: Modify the existing CSA to accommodate additional
TRIDENT II storage containers and equipment. (The estimated cost range
of construction is between $1M and $5M). Other similar SWFPAC related
projects, which are not currently programmed, may be added to this
scope. Preparation of INTERGRAPH Microstation and AutoCAD compatible
computer drawing data on magnetic media and computer-automated
specifications (SPECSINTACT) are required. SELECTION CRITERIA:
Prioritized selection criteria in descending order of importance are:
(1) Past performance on recent projects. Provide a listing of all
projects within the last five years for which design has been completed
and bid, and for which construction costs total a minimum of
$1,000,000. The listing for each project shall include the title of the
project, a description of the project, the total design costs for the
project, a comparison of the A/E construction estimate and the project
award value (include a discussion of the circumstances of significant
differences), and an accessible owner point of contact (with phone
number). Identify which projects on this list were prepared as
Design/Build Request for Proposal packages. Provide copies of
performance evaluations received within the last 3 years. (2)
Professional qualifications of the staff to be assigned to this
project, including sub-consultants and Quality Control personnel. In
Block 4 of the SF-255 (Personnel by Discipline) show the entire
proposed team by listing personnel employed by the prime in the blanks
provided, and personnel from consultants to the left in parentheses.
Provide a list of key team members who will actually perform the major
tasks (including quality control) under each of these projects.
Qualifications of each proposed key team member shall be indicated in
Block 7 of the SF-255 and should reflect the individual's background in
the performance of the types of work described above and potential
contributions to the projects. Also in Block 7 of the SF-255, indicate
branch office location of each team member including key consultant's
personnel. (3) Design Quality Control (DQC) Program. Provide a copy of
the firm's design quality control program/plan, including an
organization chart showing each member, identified by name and
role/discipline, of the proposed design team, including subconsultants.
The organization chart shall uniquely identify the personnel
specifically designated to execute the Program. Describe the firm's
procedures for documenting/certifying the execution of the Program, and
present the coordination between each sub-consultant's quality control
program and the firm's DQC Program. Include documentation that
demonstrates successful application of the quality control program for
previous projects similar to those listed above. (4) Recent
specialized experience of the firm (including consultants) in the
design of the work described above. In the project list described in
selection criteria (1), indicate which staff and consultants from the
proposed team, if any, participated in the design or preparation of the
Design/Build Request for Proposal package for each project. Address the
history and previous working relationships with the consultants to be
utilized. Teams that have successfully worked together on projects are
preferred, and may result in an increased rating for this factor. (5)
Capacity to accomplish the work in the required time limits of each
project. Indicate the firm's present workload and the availability of
the project team, including consultants, for the specified contract
period. Demonstrate how the prime contractor will manage and coordinate
the work of its staff and of its sub-consultants. (6) Knowledge and
demonstrated experience in applying sustainability concepts and
principles (use of recovered materials, waste reduction, life-cycle
costs analysis, and energy efficiency) to facilities and infrastructure
problems through an integrated design approach. (7) Knowledge of the
Puget Sound Area. Demonstrate knowledge of conditions and requirements
for design and construction in the area (i.e., topographic,
geo-technical, and climate). (8) Location of the firm in the general
geographic area, provided that the application of this criterion leaves
an appropriate number of firms, given the nature and size of this
contract. ***Note: Criteria numbers (9) and (10) shall be used as
secondary evaluation factors should the application of criteria numbers
(1) through (8) result in firms being rated as equal. (9) Use of small
or small disadvantaged or women-owned business firms as primary
consultants or as sub-consultants. 10) Volume of work previously
awarded by DOD to the firm. This information shall be recorded in Block
9 of the SF-255 by listing the total amount of prime contractor DOD
fees awarded for the previous 12 months. For indefinite delivery order
type contracts, breakout each delivery order. GENERAL INFORMATION: The
estimated start date for the design of project P-321 is Feb 1999. The
estimated completion date for construction of project P-321 is January
2001. The estimated start date for design of Projects P-945, P-955,
P-965, P-960, and P-964 will vary according to the designated
programmed fiscal year. It is anticipated that the additional projects
will be added by modification at the rate of one per year beginning in
November of 1999. Additional projects will be added upon congressional
appropriation and after it has been determined that the team selected
as most highly qualified is still performing the work, and their
performance reflects that of the most highly qualified firm for the
work. The estimated construction costs, including all projects, is
between $25 million and $40 million. A small business/small
disadvantaged business-subcontracting plan may be required in
accordance with FAR 19.702. The Standard Industry Code (SIC) for this
procurement is 8711. The small business size standard is $2.5 million
annual average gross revenue for the last three fiscal years. Qualified
firms desiring consideration shall submit one copy of a SF-254 and
SF-255, the information required by the selection criteria above, and
each sub-consultant's current SF-254 to Ms. Stephanie A. Peterson, Code

p.m. local time) on the due date stated at the beginning of this
synopsis (22 December 1998). In Block 10 of the SF-255 discuss why the
firm is especially qualified based on the selection criteria. For
firms applying with multiple offices, indicate the office which
completed each of the projects listed in Block 8 and list which office
is under contract for any contracts listed in Block 9 of the SF-255.
Use Block 10 of the SF-255 to provide any additional information
desired. Elaborate brochures or other presentations beyond those
sufficient to present a complete and effective response to this
announcement are not desired. Firms that design and prepare
specifications for a construction contract cannot provide the
construction. This limitation also applies to subsidiaries and
affiliates of the firm. Telegraphic and facsimile SF-254/255's will not
be accepted. Site visits will not be arranged during the submittal
