McMeekin, Contracting Officer (202) 219-6445 Answers to questions submitted on RFI T.N. 99-02: PLEASE NOTE THAT THE DUE DATE OF NOVEMBER 30, 1998 REMAINS UNCHANGED. Question 1: Is the Bill Edit software an entirely new system or is it a modification to an existing one? Answer 1: OWCP is seeking this type of software to complement an existing medical bill processing system. Question 2: If the answer is "yes" then, will the winner of this contract be expected to support the entire billing system (not just the new requirement) for the duration of the contract? Answer 2: No, a contractor will not be asked to support the medical bill processing system, only provide support for the installation of licensed or purchased "unbundling" software. Question 3: What is the database used for the current system? That is, how is the current bill information stored, particularly in what DB? Is it SQL based, such that external programs can access the information? Answer 3: The current medical bill information is stored on an Informix database (Version 7.0). Question 4: Is the requirement to process these bills real-time (as soon as they are entered) or as a "batch" process (processing is done at some off-hours time and the violating bills reported)? Answer 4: At present, OWCP uses a daily "batch" process to perform the internal edits and expects the unbundling edits to also be "batched". Question 5: How is the knowledge of the valid and invalid CPT codes stored now? Is this a process that is currently done manually? How are the invalid/valid combinations of CPT codes currently defined? Is there anticipation that the capability of defining this knowledge and being able to modify it by authorized personnel a requirement? Answer 5: Our bill processing system contains a reference file of CPT codes. Each code has a start and an end date. Codes are valid for the period that the AMA considers them as valid. Although there are some codes considered as "non-payable" by the program, and still others require manual review, we have no invalid/valid code combinations in our system.The capability of defining this knowledge and the capability of modifying the tables are requirements. Question 6: Is there a specific level of machines or platforms that is preferred, such as Microsoft Windows, specific network(s), specific hardware configurations, etc.? Answer 6: The current hardware is Sequent minicomputers running PTX 4 with the INFORMIX relational database (version 7.0). The communications protocol is TCP/IP. Posted 11/17/98 (I-SN272270). (0321)
