Proposal (RFP) for network administration including security; support
and maintenance of current unique applications; design and programming
support to link known applications to new business systems at the Jet
Propulsion Laboratory and NASA Headquarters; upgrade of unique task
order system; limited user support; Year 2000 testing and upgrades and
technical documentation for the NASA Management Office at JPL. There
are 24 NASA Headquarters employees resident at this site. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/HQ intends to purchase the items from
Information Dynamics, Inc., a small business, for the continued support
to the NASA Management Office of highly specialized services in
programming and application maintenance. Information Dynamics, Inc.
(IDI) is the only known company which can provide simultaneous support
to the NASA Management Office (NMO) at JPL and their parent enterprise
office, Code S at NASA Headquarters, in the unique applications that
both offices use. Also, the company is in the midst of Year 2000
testing and sofware programming corrections on behalf of the NMO. There
are no known other sources who possess the level of expertise required
to meet the NMO project schedule and the dual capability of knowing
both NASA Headquarters systems and NMO systems. The authority
permitting less than open and full competition is 10 U.S.C. 2304(c)(1),
as implemented by FAR 6.302-1(b)(1). The Government intends to acquire
a commercial item using FAR Part 12 and FAR Part 13.5. Any referenced

days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 10 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
