(703) 607-5713 The Defense Finance and Accounting Service (DFAS) has a
requirement to obtain data processing and printing services for the
Retired and Annuity Pay operations. This award shall be made contingent
upon the success of a separate A-76 study for Retired and Annuity
operations. The apparent successful offeror of this solicitation shall
partner with the government's Most Efficient Organization (MEO) bid
for the Department of Defense (DoD) Retired and Annuitant pay function.
If the government MEO is unsuccessful in its bid, the solicitation
shall be canceled. This requirement has the responsibility to ensure
the accurate and timely delivery of pay for the Department of Defense's
two million retiree and annuitant population located world wide. The
Defense Retired and Annuity Pay System (DRAS) has been designated as
the single Automated Information System (AIS) to support this retired
and annuity pay function. DRAS consists of two (2) subsystems; Annuity
Pay Subsystem (APS) and Retired Casualty Pay Subsystem (RCPS). The
printing services, include the performance of all electronic page
printing, reprographics, bindery and programming of automated printing
form templates using Xerox or Xerox-compatible printer software for
the DRAS and other subsidiary payroll systems such as the Voluntary
Separation Incentive system. The predominant production function is the
printing of laser base forms and the output of the variable information
onto the appropriate laser forms. The contractor shall provide all
personnel, equipment, materials, and facilities necessary for
performance. A Fixed Price Award Fee contract is anticipated. The
period of performance will be a base year and four one year options
plus an option to extend the contract for six months in accordance with
FAR 52.217-8, Option to Extend Services. This requirement will be
competed as an unrestricted procurement. All responsible sources may
