D -- DATA PROCESSING AND PRINTING SERVICES FOR CIVILIAN PAY OPERATIONS SOL MDA220-99-R-5000 DUE 010899 POC Mr. James Lee, Contracting Officer, and Mr. Ed Malone, Contract Specialist at (703) 607-5713 The Defense Finance and Accounting Service (DFAS) has a requirement to obtain data processing and printing support services for Department of Defense (DoD) Civilian Pay operations. DFAS Civilian Pay Operations mission is to provide for the accurate and timely delivery of pay and entitlements for the Department of Defense's worldwide civilian workforce of approximately 736,000. DoD Civilian Pay Operations is undergoing an OMB Circular A-76 study. The apparent successful offeror of this solicitation shall partner with DFAS in its Most Efficient Organization (MEO) bid for the Department of Defense (DoD) Civilian Pay function. If the government MEO is unsuccessful in its bid, this solicitation shall be canceled. The data processing services requested in this solicitation will support the Defense Civilian Pay System (DCPS), the Civilian Pay automated information system. The printing services requested under this solicitation include the printing and delivery of hardcopy reports, printing and mailing Leave and Earnings Statements and W2 Form reissues, and CD ROM and microfiche generation. A Fixed Price Award Fee contract is anticipated. The period of performance will be a base year and four one year options plus an option to extend the contract for six months in accordance with FAR 52.217-8, Option to Extend Services. This requirement will be competed as an unrestricted procurement. All responsible sources may submit a proposal which shall be considered by this agency.
