Warfare Center Aircraft Division (NAWCAD), Information Technology
Branch (ITB), St. Inigoes, Maryland is seeking sources capable of
providing the full range of technical engineering support, program
management services, infrastructure and information assurance support
for the life-cycle systems engineering, acquisition, and technical
management of Integrated C4I Information Systems (ICIS) solutions to
include the following: A) Research and develop new and evolving
hardware and software; explore and evaluate concepts surrounding new
and emerging ICIS architectures and technologies and advanced
interfaces; B) Design, integrate, test, implement, and maintain ICIS
systems with emphasis on supportability and interoperability; C) Plan,
develop, and execute ICIS deployment and training strategies to
include incremental and alternative delivery and distance learning
concepts; D) Plan, execute, and manage ICIS transitions, modifications,
upgrades, and interoperability exercises with focus on efficiency,
effectiveness, and envisioned future requirements; E) Provide ICIS
system assurance, including infrastructure and information assurance,
intrinsic to all aspects of the life-cycle engineering and technical
management support; F) Develop and implement computer-aided acquisition
and logistics support (CALS) compliant acquisitions and support
procedures; G) Perform ICIS requirements analyses in accordance with
mission, mandates, and the joint vision; I) Conduct long and short
range economic analyses for C4I systems, sub-systems, components/parts
and support with respect to the total cost of ownership in accordance
with activity based costing requirements to include the exploration,
identification, and recommendation of alternatives for technical,
financial, schedule and logistics support; J) Prepare studies and
documentation in support of ITB and sponsors. Other specific support
requirements include: 1) ICIS Advanced Concepts Research and
Development Support; 2) ICIS Planning; 3) ICIS Engineering and
Analysis; 4) Joint Service Technical Support; 5) ICIS Life-Cycle and
Configuration Management Support; 6) ICIS Training; 7) ICIS Security
Engineering Support; 8) Computer Aided Acquisition and Logistics
Support; 9) Integrated Logistics Support; 9) Quality Assurance; 10)
Technical Program Support. The work will be performed primarily
off-site including a portion of the work to be performed in Stutgart,
West Germany. The estimated contract commencement date is 1 September
1999 with a one year base period and four one year option periods. The
Level of Effort is estimated at 1,105,000 hours. Interested business
