Veterans Integrated Service Networks (VISNs) 1, 2 and 4 are seeking sources to provide information services to identify insurance carriers for patients seen at its medical facilities where no insurance is indicated. The VA would provide, at a minimum, name, address, social security number and last known phone number to be used to match against the contractor's database of insurance carrier reference to determine if the individual has health insurance. Service is to include validation of coverage and retroactive claims reprocessing services where valid insurance is identified. Contacts are made only with insurance carriers. Contractor must interface with existing VA database. Unless other viable sources are found as a result of this notice, VISNs 1, 2 and 4 intend to negotiate on a sole source basis with Health Management Systems, Inc., 401 Park Avenue South, New York, NY 10016, under authority of FAR 6.302. Any interested firms capable of providing this service are invited to submit information regarding their capabilities. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
