The estimated date for posting the RFP is on or before 2 Dec 1998. The
title of the RFP is "Surface COMS Recompete -- Newport". There are no
hard copies available for distribution. [It should be noted that the
draft of this RFP has been posted at this site since 3 Sep 1998.] The
services will be acquired using full and open competition and will be
negotiated using a "tradeoff process", which permits tradeoffs among
price and non-cost factors, and allows the Government to accept other
than the lowest priced proposal, as appropriate. Reference paragraph
M.2 of the solicitation entitled "AWARD BASIS" for a description of the
factors and their relationships. There will be mobilization period
followed by yearly option periods followed by a period of transition.
The total contract period of performance will not exceed 60 months.
There will be a pre-proposal conference combined with a site survey.
Carefully follow the directions of paragraph L.6 of the solicitation
entitled "PRE-PROPOSAL CONFERENCE/SITE VISIT" for procedures related to
this visit. Also, frequently review the web site shown above,
specifically the category entitled "Sources Sought/Market Survey
Notices" for an information notice entitled "Information Area --
Surface COMS Recompetes". This is where directions relating to the
conduct of the acquisition will remain current. This is also where
directions for the pre-proposal conference will be posted. IT IS
CRITICALLY IMPORTANT THAT THIS WEB SITE BE FREQUENTLY ACCESSED IN ORDER
FOR PARTICIPANTS IN THIS ACQUISITION TO STAY CURRENT AS THIS IS THE
ONLY MEANS BY WHICH THE GOVERNMENT WILL PROVIDE UPDATES ON THIS
ACQUISITION. This acquisition differs from previous surface COMS
competition in several critical areas: 1) Trade-off (that is, other
than low-cost, technically acceptable) selection will take place. 2)
Alternate proposals are authorized. 3) We are employing a Statement of
Objectives (SOO) and a Training Systems Requirements Document (TSRD).
The Offeror will write the Statement of Work (SOW) and a Quality
Assurance Process for evaluation. 4) Oral presentations are required.
5) Periods of performance are priced in Section B, not individual
devices. Individual device pricing will appear in an attachment. In
view of these differences, Section L must be reviewed very carefully
and in its entirety as it pertains to the proposal process. Posted
