Curtisch@navair.navy.mil. The Naval Air Warfare Center Training Systems
Division has a requirement for Contractor Operation and Maintenance of
Simulators (COMS) and Training Equipment to support the Naval Air
Station Pensacola Port Ops Department. The trainers are used to provide
Naval Aviation Schools Command Officer Candidate School (OCS) students
a basic knowledge and experience of Naval Nautical subjects dealing
with shiphandling, marlinespike seamanship, navigation, technical
training for Aviation Electronics, Air Traffic Control, Aviation
Mechanical, Basic Helicopter and other Aviation related fields. The
Contractor shall be responsible for managing and executing the NAS
Pensacola Port facilities and functions which includes: operating all
assigned surface craft, docking and undocking home ported and visiting
ships within Port Operations Area of responsibility, conducting vessel
operations in support of Water Survival Training, conducting rescue
operations (for downed aircraft or vessels in distress in area waters),
conducting salvage operations (for downed aircraft or vessels which
have sunk in area waters), conducting diving services in support of
harbor facilities, maintaining all surface craft including surface
craft hull inspections, providing oil spill control and recovery
operations, maintaining records and submiting reports to various
agencies and providing dockmaster services which include dock
maintenance, docking/undocking ships. The Contractor shall be
responsible for: (1) Service Craft-Parasail Division which operates
self-propelled service craft, performs organizational level, preventive
and corrective maintenance, provides service craft and coxswains for
sea survival and participates in air-sea rescue operations. (2) Repair
Division which performs "I" level preventive and corrective
maintenance for service craft boats, provides parts and material
support for service craft and maintenance for service boats and
provides engineer for sea survival training. (3) Oil Pollution and
Environmental Control Division whichprovides oil spills control and
recovery operations and provides engineers and coxswain for search and
rescue operations training. (4) Diving Division which assists in
conducting diving and salvage operations for downed aircraft in area
waters and provides diving services in support of harbor facilities
maintenance and surface hull inspections. (5) Yard Patrol Division
which provides Naval Officer Training to include seamanship, ship
handling techniques, division tactics, man overboard rescue,
radio/telephone visual and radar navigation. The types of vessels at
Naval Air Station Pensacola, Port of Operations, include: (a) Three (3)
wooden hull Yard Patrol Class 676 Craft. (b) Nine (9) aluminum hull
Monarch Over Water Parasail Training System Tow/Pick-up boats. (c) Two
(2) welded steel hull Motorized Launch Platforms. (d) Three (3)
fiberglass hull Helo-Hoist/Jump, MK-6, 40FT Utility Boats. (e) One (1)
aluminum hull Rapid Response Skimmer utilized for recovery of small
and medium oil spills in Pensacola Harborand other still water areas
using hydraulic pump/belt equipment on a skimmer. (f) Three (3)
fiberglass hull Boston Whalers which work in conjunction with the Rapid
Response Skimmer to provide a containment area with associated booms.
(g) Three (3) aluminum hull Boom Handling Vessels which work in
conjunction with the Rapid Response Skimmer to provide a containment
area with associated booms. (h) Three (3) aluminum hull Harbor Safety
Boats used to provide security for Naval Air Station, Pensacola. (i)
One (1) LCM-6 Work Boat used to assist ships mooring and moving various
pier bumpers. This synopsis is for information planning purposes only
and does not constitute a request for proposal. Organizations
possessing a proven capability to provide the above are invited to
submit their qualifications. The technical qualifications/capability
response shall be limited to 8 pages maximum. Submit only unclassified
information for consideration. Replies to this synopsis should
reference the solicitation number N61339-99-R-0006. State the company's
interest as prime contractor or subcontractor. At a minimum include a
narrative description of current and previous programs/tasks that
relate to the above requirement, the size or status of your company or
team based on SIC code 8711 and the related small business size
standard of $20M. Replies must be received by December 10, 1998.
Responses by telegram, telephone, or responses combining one or more
synopsis reference number will not be honored. Electronic responses

available at this time. The Government reserves the right to set this
procurement aside for small business or offer it to the 8(a) program.
