This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-98-Q-0259 applies and is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37 and Defense Acquisition Circular 91-10. The standard industrial code is 3661 and the business size standard is 1000. This requirement is for a fixed price (3) option year contract -- Base Year plus the First and Second Option Years. The Statement of Work is as follows: Cable services for Government Owned Cable TV Systems. Location: Naval Station Pascagoula, Bldg. 50, Singing River Island, Pascagoula, MS. Lot I -- Base year 1998 Dec 01 thru 1999 Nov 30. Lot II First Option Year -- 1999 Dec 01 thru 2000 Nov 30. Lot III -- Second Option Year -- 2000 Dec 01 thru 2001 Nov 30. The Contractor shall provide the following programming Services as outlined. Services will interface with a Government Owned Cable TV system located at Naval Station Pascagoula. Beginning 01 Dec 98 thru 30 Nov 2001, 131 outlets will require the following Satellite Programming: CNN, MTV, Headline News, VH1, TNT, Nickelodeon/Nick at Nite, TBS, Comedy Central, Cartoon Network, Lifetime USA Network, The Weather Channel, Discovery, The Learning Channel, American Movie Classic, ESPN, ESPN2, ESPN News, BET, Country Music TV, The Nashville Network, Game Show Network, Much Music, HBO, Showtime, SCI-FI Channel Court TV, E! Entertainment, Z Music, New Inspirational Net, ODYSSEY, Q2 Shopping Net, TV Land, Deutsche Welle, Classic Arts, Showcase, EWTV, Outdoor Channel, C-Span, M2, Americas Voice. The contractor shall provide satellite programming services as outlined above EXCLUDING the Showtime and HBO to an additional 42 outlets. The above requirement consists of 36 months of Programming Services for a total of 173 outlets. Award of this contract will consist of the funding for the base year only. Prior to the end of each year, the Government reserves the right to exercise each year's option in writing. Contractor will install equipment and provide maintenance to equipment necessary to sustain continuous operation of contracted downlink. Response time for outages and troubles reported shall not exceed an 8 hour work day period. The government intends to make a single award to the responsible contractor whose quotation is the most advantageous to the government considering prices and price-related factors. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the options. Other evaluation factor will bethe provider's cable channels. A descriptive listing of the channels and equipment will be an important evaluation factor. Services must be able to interface with existing satellite equipment. Quotations must be received no later than 4:00 p.m., local time, 27 Nov 98.
