Defense Finance and Accounting Service intends to contract for an
on-line Human Resources Database Reference Material Information
Retrieval Service for the one (1)-year period January 1, 1999 through
December 31, 1999. The Retrieval Service shall provide access through
an on-line Internet site and through telenet with a Windows-users
interface. The Service shall allow for simultaneous access by as many
as 160 users geographically dispersed at approximately 25 different
locations. The Service shall contain Office of Personnel Management
(OPM) Regulations; Department of Defense (DOD) Regulations; Army
Regulations and Pamphlets; Code of Federal Regulations; Title 5, United
States Code; Federal Labor Relations Authority Decisions; Arbitrators
Decisions; Merit Systems Protection Board Decisions; Comptroller
General Decisions; Public Laws; Federal and Joint Travel Regulations;
Civilian Personnel Law Manual; Classification and Qualification
Standards; Office of Government Ethics (OGE) Advisory Opinions; Wage
and Salary Rate Tables; and other documents and reference materials as
defined in the Request for Quotations (RFQ). The Service shall allow
users to view/read, print, download to a disk, and attach information
to an electronic mail (e-mail) message using Word 97, Word 6.0, and/or
Adobe Acrobat software in a Windows 3.1, Windows NT, and/or Windows 95
operating environment. The Service shall provide an on-line Help
feature for Internet users and a Windows-based Help feature for telenet
users. The Service shall be updated at least once per month. The
Service shall be compatible with the aforementioned software and
operating environments and shall be Year 2000 (Y2K) compliant. The
Vendor potentially selected for award of this contract shall allow for
a demonstration test of its on-line service, as described in the RFQ.
The demonstration test will be for a maximum of one (1) week and for
a maximum of five (5) Government personnel. This acquisition is being
conducted under Simplified Acquisition Procedures. Thefollowing factors
shall be used to evaluate quotations from responsive/responsible
offerors: (1) Demonstration Test/Technical, (2) Past Performance, and
(3) Price. Demonstration Test/Technical is more important than Past
Performance, and Past Performance is more important than Price. Award
will be made on a best-value basis. Offerors desiring a copy of the RFQ
must fax a written request, referencing RFQ# MDA260-99-Q-0002, to
317-510-4698, ATTN: Jim Murphy. No verbal requests will be honored.
NOTE: All offerors must be registered in the Department of Defense
Central Contractor Registry (CCR) prior to submition of the quote. CCR
information may be obtained by accessing Internet web site

sources may submit a quote, which will be considered by the agency.
