Protection Agency's Office of Acquisition Management (OAM) will issue
a solicitation supporting the Office of Underground Storage Tanks (UST)
to procure advisory and assistance services to assist with the Office's
strategic goal in helping build and maintain strong state, local and
tribal UST programs to prevent and cleanup UST releases; with its
compliance work with UST owners and operators, ensuring that all
underground storage tanks are in compliance with the UST requirements;
ensuring the USTs are properly operated and maintained in accordance
with UST requirements, through technical and program evaluations to
determine if the upgraded or replaced UST systems are properly
functioning; addressing the backlog of releases and additional releases
through risk-based corrective action processes; providing technical
research concerning potential human carcinogens that are found in
gasoline; and promoting alternative site investigation and remediation
technologies at cleanupsites. Activities include general technical and
research support to OUST and its Regional UST/LUST offices and their
state and local government clients, as well as Tribes; providing
analytical support and obtaining the necessary background documents for
the UST/LUST activities; providing research and analysis in the
preparation of new guidance documents and background documents on
UST/LUST related subjects; preparing new information and combining
existing background information into current survey instruments;
simulation modeling; preparing training materials; conducting,
presenting, and facilitating technical training sessions for the
UST/LUST activities for EPA, state and local governments and Indian
tribes. NOTE: This contract proposal does not involve any actual
installation and/or removal of underground storage tanks. It is the
Government's intent to award one cost-plus-fixed fee, level of effort
contract. The contract period of performance shall be for a two-year
base period with three one-year options. The contract will have an
estimated total level-of-effort of 30,000 professional and technical
hours for the base period and 45,000 hours for the option periods.
Alternate proposals will not be accepted. Request for proposal
PR-HQ-98-14914 will be released within approximately 30 days. The
purpose of the CBD announcement is to notify potential offerors of
EPA's requirement, generate the source list, and to direct interested
parties to the EPA's "Doing Business with EPA" Internet World Wide Web
site at http://www.epa.gov/oam for further information on this
procurement as it becomes available. The RFP, amendments and other
