Services are desired for establishment of a real estate counselor on-site at the Military Family Housing (MFH) Welcome Center in San Diego, California. Counseling services will be provided to active duty military personnel, their dependent family memberss, and eligible DoD civilians. Individual counseling sessions will be provided during the MFH center's normal operating hours. Monthly group workshops will be conducted in evening hours for military members/families and bi-monthly training sessions will be provided to office staff. Real estate market expertise is required to ensure knowledge of issues related to buying, selling and leasing in the San Diego market and counselor personnel must maintain a current Real Estate Broker/Agent license for the State of California. Licensing will be required to be maintained during contract performance. Counseling and workshop topics are expected to include such elements as how to select a real estate agent, the various financing alternatives, the common types of contingencies in the real estate environment, title issues, benefits of home ownership, personal real estate investment opportunities, etc. The offeror must set up on-line access to a multiple listing service at the MFH Welcome Center. The solicitation will contain a requirement to mitigate potential conflicts of interest. The performance period will be for a base period plus two twelve-month optional periods of performance. This requirement was previously announced in the CBD in October 1997. This announcement is for reissuance of the solicitation with revised conflict of interest requirements.
