Smart Squadron (Announcement No: N00019-99-BAA-SMSQ) I. Introduction
SMART SQUADRON Broad Agency Announcement (BAA) N00019-99-BAA-SMSQ: This
BAA is open for 1 year from the publication date of this notice. Phase
I Proposal Abstracts may be submitted until 31 Jan 1998. This BAA is
also listed at www.navair.navy.mil (Business Opportunities/Open
Solicitations). The Naval Air Systems Command is announcing this BAA as
an unclassified solicitation to obtain policy and technology proposals
in support of the Smart Squadron Program objectives and goals. II.
General Information The Navy is working jointly with the Marine Corps
to solicit abstracts of ideas and enabling technologies from all areas
of industry, academia, government, and the Fleet to accomplish the
Project/Program goals. Through this BAA, abstracts submitted will
address technologies that reduce Operations and Support costs and
aggressively function as force multipliers to enhance the squadron's
primary mission warfighting. For more information on the Smart Squadron

Information concerning the Project/Program mission, scope, policy,
challenges, process and concept are detailed on the website. IMPORTANT
INFORMATION FOR PROSPECTIVE CONTRACTORS: Registration in the DoD
Central Contractor Registration (CCR) database will be a prerequisite
for receiving an award from this Broad Agency Announcement. For more

1-888-227-2423. III. Areas of Interest Work is being solicited to
develop a strategy and process for identifying, capturing and
implementing technologies to reduce Operations and Support costs.
Initiatives will focus on the integration of functionality and
operational efforts and the reduction of administrative and maintenance
tasks. Follow-on efforts will expand and encompass business and
operational practices in support of the squadron to include: the
Carrier Air Wing, the Marine Air Group, and the supporting
infrastructure. IV. Contract/Agreement Type The Smart Squadron
Project/Program is a new initiative with limited current funding. There
is currently no funding available in FY 99 for awards to be made from
this BAA. However, additional funding may be authorized for projects
that demonstrate significant Operations and Support cost reductions. If
funding becomes available, the Contracting Officer may request full
proposals on proposed topics or technologies which enhance the program
objectives. The proposal format and requirements will be defined at
that time. V. Proposal Requirements Abstracts shall be in MS Word
(Office 95 or 97) format. Length is limited to five pages including
charts, drawings, etc. and font size shall be either 10 or 12 point.
All abstracts shall be submitted electronically to both of the
following e-mail addresses: LtCol Gregory J. Vaughan, Project Manager,
at vaughan.gregory@hq.navy.mil and Vicki Fuhrmann, Contracting
Officer, at fuhrmannvd@navair.navy.mil. Abstracts may be submitted
until 20 November 1999. This notice constitutes a Broad Agency
Announcement as contemplated by FAR 6.102(d)(2). Unless otherwise
stated herein, no additional written information is available, nor will
a formal RFP or other solicitation regarding this announcement be
issued. Requests for the same will be disregarded. The Government
reserves the right to select all, some, or none of the proposals
received in response to this announcement. This BAA shall remain open
for a period of one year from the date of initial publication of this
announcement. The Standard Industrial Classification (SIC) code for
this BAA is 8731 with the small business size of 1,500 employees. No
portion of this BAA has been set aside for historically black colleges
and universities or minority institute participants, though their
participation is encouraged. For awards made as contracts, evaluation
of the socio-economic merits of the proposal shall include the extent
of commitment in providing meaningful subcontracting opportunities for
small business, small disadvantaged business, woman-owned small
business concerns, historically black colleges, universities and
minority institutions. If a full cost proposal is requested by the
contracting officer, and the total exceeds $500,000, any large business
is required to include a Small, Small Disadvantaged, and Woman Owned
Subcontracting Plan with its proposal package in accordance with FAR
52.219-9. Abstracts/proposals will not be evaluated against each other
since each is a unique technology with no common work statement. There
is no commitment by the NAVY to make any awards, to make a specific
number of awards, or to be responsible for any monies expended by the
proposer before award of a contract/agreement. Information provided
