Tobyhanna Army Depot, Tobyhanna, Pa. is seeking expression of interest
in the assumption of ownership, operation and maintenance of the
Tobyhanna Army Depot Utilities Systems, including potable water and
wastewater. Water distribution system contains six source wells, water
treatment systems, four storage tanks and approximately 53,000 feet of
water mains. Most of the mains were installed in the early 1950's. The
average water demand for the last three years is 389,000 gpd. The
system supplies an industrial or operations area, housing and living
support area, and 25 buildings off post. The system includes a
monitoring system consisting of network cabling, phone cables, fiber
optic, programmable logic controllers, and computer operating systems.
One well is contaminated with trichloroethylene (TCE) and is equipped
with an air-stripping column. The wastewater collection/treatment
system consists of a treatment plant, five lift stations, and
approximately 49,000 feet of mains. Most of the mains were installed in
the early 1950's, however a portion of the lines were inspected,
cleaned and rebuilt/relined several years ago. The average flow is
145,000 gpd, and the plant has a capacity to treat up to 802,000 gpd.
The system treats an industrial or operations area, and a housing and
living support area. Interested sources should have the capital,
resources, and background /experience to own, maintain, and operate one
or more of these systems. No formal acquisition/contracting actions are
immediately forthcoming. The solicitation number assigned to this
notice is for tracking purposes only at this time. This determination
of interest is one component required to complete a systematic
evaluation of these systems for potential privatization under the
Department of Army's Utilities Privatization Program. Interested
sources should provide a statement of interest on company letterhead
(not to exceed four pages in length), along with a general statement of
their capabilities and experience inthe ownership, operation, and
maintenance of similar systems, and their familiarity with compliance
procedures and regulations of the Pennsylvania Department of
Environmental Recourses, the U.S. Environmental Protection Agency and
any other applicable regulatory bodies. Responses are required within
ten days of the date of this notice and should be sent to the attention
