Warfare Center, Dahlgren Division (NSWCDD), intends to procure lodging
for the Marine Corps Warfighting Laboratory (MCWL), located in the San
Francisco, CA area. The contracting facility shall be located on Sutter
Street between Mason Street and Jones Street in San Francisco, CA. The
required lodging must be at least equivalent to the standards for a
commercial mid-size hotel. All rooms shall be furnished with a minimum
of one full size bed for singles or two full size beds for doubles,
night stand, lamp, three drawer chest, color television, telephone,
private bath, mirror, and alarm clock. Each room shall have a private
bath, with lavatory, commode, tub and shower, and a closet capable of
accommodating twenty articles of clothing on hangers. Hotel shall
provide daily maid service (fresh linens, vacuum, and make beds.)
Contractor shall have capability to offer breakfast, dinner, and room
service and/or restaurant facility in house. The contractor shall have
the capability to provide parking (provide rates in quote, if
applicable), in-house security, active duty discount rates preferred.
The contractor shall provide conference room facilities on 15, 16, and
17 December 1998 from 0630 until 1900. The facilities shall consist of
one large conference room set up classroom style with tables and chairs
to accommodate 100 people. Additionally, the contractor shall provide
a separate room with a large conference table, 20 chairs, and a small
side table. The contractor shall provide two conference room facilities
from 1 -- 22 March 1999. Both conference rooms shall be capable of
handling up to 50 people at one time. At a minimum, the contractor
shall provide the following audiovisual equipment: overhead projector,
podium, microphone, projector screen, television, VCR, and photocopier
in the conference room (vendor shall include rental rates in quote if
applicable.) The contractor shall provide ISDN line access in one of
the conference rooms. The contractor shall have fax line capabilities
in one of the conference room. The room requirements to be procured are
as follows: 1 double for the nights of 1 December 1998 -- 25 March
1999; eight singles for the nights of 1 -- 17 December 1998; five
singles for the nights of 11 -- 13 December 1998; nine singles for the
nights of 14 -- 17 December 1998; three singles for the nights of 4
January 1999 -- 1 April 1999; eight singles for the nights of 11 -- 22
January 1999; two singles for the nights of 1 February -21 March 1999;
eight singles for the nights of 1 -- 11 February 1999; three doubles
for the nights of 1 -- 11 February 1999; 11 singles for the nights of
11 -- 28 February 1999; 20 singles for the nights of 16 -- 28 February
1999; and ten doubles for the nights of 16 -- 28 February 1999; 15
singles for the nights of 1 -- 30 March 99; and five doubles for the
nights of 1 -- 30 March 1999; 40 singles for the nights of 1 -- 22
March 1999; and 20 doubles for the nights of 1 -- 22 March 1999.
Multiple awards maybe issued. The SIC code for this procurement is 7011
with a 5 million size standard. All responsible sources may submit
their faxed quote which shall be considered by the Naval Surface
Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren VA.

quotes shall include the vendor's TAX IDENTIFICATION NUMBER, CAGE CODE,
DUNS NUMBER and certification that their company is registered in the

November 1998. Anticipated award date is dependent upon availability of
funds. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only Solicitation. PROPOSALS ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
synopsis/solicitation document and incorporated provisions and clauses
are in effect through FAC 97-7. Clause 52.212-1 Instructions to
Offerors -- Commercial applies to this acquisition. The evaluation
procedure used for this award is based on lodging that falls within the
geographical area described in this synopsis/solicitation who can
demonstrate the capacity to fulfill the minimum requirement of rooms
and time periods specified at the lowest price. Offerors shall include
a completed copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items with offer. Clause 52.212-4 Contract
