FY-99 Replace Family Housing, Area 4, Redstone Arsenal, AL: The project consists of the demolition and design and construction of approximately 118 family housing units. Contractor will be required to submit housing designs for approval. Construction consists of variously configured single- and /or multi-unit, one- or two-story buildings. Buildings will be factory built/manufactured houses and/or conventionally on-site constructed houses. The design and construction includes landscaping, streets, driveways, street lighting, utility services, recreational areas, and walks. Bid documents are available on or about 9 December 1998. Estimated cost of work is over $10,000,000. Requests for plans and specifications shall indicate in writing whether firm will bid as a prime contractor or a subcontractor. All responsible sources may submit an offer which shall be considered. Bidders, subcontractors and Dodge/Plan Rooms are encouraged to register on the Internet to receive one CD-ROM. In either case, those registering are responsible for the accuracy of the information on the mailing list. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractors responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. Actual solicitation amendments will be issued either by fax, 3.5" diskette or CD-ROM. The plans and specifications will be issued on Compact Disc (CD-ROM) only and will be provided free of charge. Plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Critical Path Method (Network Analysis System) is required. This procurement is a 100% small-business set-aside, the size standard for which is a concern, including its affiliates, having no more than $17,000,000 in average annual receipts for the three preceding years.
