This procurement is a Small Business Set Aside. The Government will make an award to the responsible vendor whose offer conforms to the solicitation contained herein and is most advantageous to the Government (i.e., that which represents the best value to the Government), cost or price or other factors including time required for delivery will be considered. The combined relative merit of the technical evaluation factors listed above will be more significant than the cost or price factor in the selection of the contractor. While the cost or price has no numerical weight, it is criterion in the overall evaluation of the proposals. Furthermore, the proposed cost or price must be considered reasonable and must reflect the proposed technical and operational requirements of the needed equipment. In the event that two or more offers are considered technically equivalent, the evaluated cost or price and delivery time will be of primary importance in determining the proposal most advantageous to the Government.
