DAAD16) This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation: proposals are being requested and
a written solicitation will not be issued. The solicitation number is
DAAD16-99-T-0011, and is issued as a Request for Quote (RFQ). The
solicitation document and provisions and clauses are those in effect
through Federal Acquisition Circular 97-6. This solicitation is 100
percent Small Business Set-aside, and the Standard Industrial Code is
3841. The Small Business Size Standard is 500 employees. CLIN#0001:
Description-Blood Gas Analyzer, Unit of Issue-Each, Quantity-One(1).
CLIN#0002: Shipping to Natick, MA 01760. Background: Needed to replace
outdated equipment; current equipment is in constant need of repair
and new instrument will support the research protocols of three USARIEM
research divisions. This instrument is designed to provide critical
information on the physiological responses to environmental extremes
and exercise performance and therefore supports closely the mission of
this institute. Requirements: Fully automated pH/blood
gas/electrolyte/Hct/lactate analyzer. Must require a sample size of 150
microliter or less, analyze blood or cerebrospinal or other fluid from
animal and human patients for pH, blood gases, electrolytes,
hematocrit, and lactate. Must have: aspiration and injection modes, and
micromode for capillary samples; user-entered P50 for various animal
species; interface capabilities with osm-3 Co-Oximeter with 10 Animal
species modes; Sodium Formate open liquid junction; interference free
Lactate; interference free Hematocrit measured by conductivity; 35m/l
Lactate only Microsample. Price should include installation, on
premises inservice and user training, one complete set of electrodes,
all reagents and accessories required for initial set-up, Splash
Protection Shield, and a complete set of users' handbooks. The
following contract provisions and clauses are applicable: 52.212-1
