B -- DEVELOPMENT OF A RESORT AND SUPPORTING FACILITIES ADJACENT TO CAVE RUN LAKE SOL REC-99-001 DUE 121498 POC Steve Mumford, Contract Specialist, 606-745-3127; JoDella Ritchie 606-745-3128 This public notice is to determine the existence of sufficient competitive interest for the development of a resort and supporting facilities adjacent to Cave Run Lake on the Daniel Boone National Forest in Kentucky. The minimum development is described in the "PROSPECTUS FOR A RESORT DEVELOPMENT ON CAVE RUN LAKE CANEY SITE, September 25, 1991, Section I, Minimum Initial Development Requirements." Basically, the minimum requirements are: 1. Lodging -- a minimum of 150 double units, fifty of which may be cabins. 2. Restaurant -- minimum capacity to serve resort visitors and guests. 3. Meeting facilities -- meeting areas that can accomodate 350-400 persons. 4. Parking -- space to accomodate a minimum of 380 vehicles. 5. Marina -- 100 slip minimum, with rental boats, toilet facilities, group use area, boat launching ramp, parking, houseboat sewage dumping station. 6. Infrastructure -- all roads, power, water, sewage, and telephone lines. The purpose of this development is to provide a greater range of recreational services and opportunities to visitors of Cave Run Lake. As stated in the Prospectus, development is not limited to the minimum requirements. Interested parties are encouraged to evaluate the potential for the site and consider additional development. All development must consider the effects on the natural environment, social setting, and the economics of the area. In 1991, the cost of the minimum development program, including off-site costs, was estimated to range between $11,000,000 and $15,000,000. However, it is conceivable that development costs today could be as high as $25,000,000 to $30,000,000. Interested parties should make their own estimates of probable costs based on their own studies, proposals, and current prices. Before construction and operation permit is issued, the permit holder must have firm commitments or funds on hand to complete the total initial development program proposal. An annual permit will be issued for a period of one year for planning purposes. During the planning period, the following will be required: 1. Conduct studies, provide date and documentation to be used in the environmental analysis. 2. Complete, for the proposal, an economic feasibility study to assess potential for success. 3. Complete, for Forest Service review and approval, the plans and designs for construction of the resort and supporting facilities. The applicant would be responsible for conducting or contracting the environmental analysis required by the National Environmental Policy Act. The environmental analysis will consider a range of alternatives, including a no-action alternative. The Forest Service will approve all analysis prepared by the applicant and will make the final selection from among the alternatives considered. Following selection of an alternative, the authorized Forest Officer may issue a 30-year term special use permit. Any interest in the development must be made known by written notification no later than 2:00 p.m. local time, December 14, 1998 at the Forest Supervisor's Office, 1700 Bypass Road, Winchester, KY 40391.
