Management Service (MMS), Royalty Management Program (RMP), located in
Lakewood, Colorado is reengineering its business processes. The
principal objective is to design, develop, and implement new royalty
management business processes and supporting information technology
systems for the 21st Century. The RMP is comprised of several divisions
who work together to ensure that all revenues from Federal and Indian
mineral leases are effectively, efficiently and accurately collected,
accounted for, and disbursed to recipients. These revenues come from
approximately 72,000 producing and nonproducing leases and have
historically averaged $4.5 billion annually. They are distributed and
disbursed to 38 States, 41 Indian Tribes, some 20,000 individual Indian
mineral interest owners, other Federal agencies, and U.S. Treasury
accounts. The RMP intends to acquire and implement a
commercial-off-the-shelf (COTS) based financial system and a relational
database management system (RDBMS) to support its reengineered business
processes. A preproposal conference is scheduled for December 15, 1998,
in the Auditorium in Building 85 of the Denver Federal Center, Denver,
Colorado at 9:00 a.m. For planning purposes, it is requested that
interested parties contact the Contract Specialist listed above and
indicate the number of people who will attend. You should time your
arrival at the conference to allow for check-in through the Security
Desk in the lobby of the building. The period of performance will
include a base period ending September 30, 2001 (26 months from the
estimated July 1, 1999 contract award date), and two (twelve month)
option periods for the operation and maintenance of the system. For

acquisition as a result of this notice, interested parties MUST
demonstrate that they are qualified to perform the work by providing,

Statement (consisting of no more than 30 pages in one original and
seven copies) describing: (1) Qualifications and specific experience of
the program manager and key personnel (those who would have primary
responsibility for performing and/or managing the contract); (2)
Organizational Experience (the degree of comparability of past
projects); and (3) References/Past Performance (provide at least three
specific references for similar previous work your key personnel and
your organization has performed within the last three years. Include
contract number, project description, period of performance, dollar
amount, client identification, a point of contact, and his or her
telephone and fax numbers. The References/Past Performance information

Statement will be evaluated on the following: key personnel skills,
abilities, and experience; the currency, quality and depth of
experience of the proposed project manager and other key personnel in
working on similar projects, i.e., projects similar in concept, dollar
value, duration, and complexity; quality and depth of education. The
organizational experience will be evaluated relative to the degree of
comparability of past projects to this project, including the number of
projects, computing environment, complexity and dollar amount; any COTS
system or systems the company has implemented and the companies'
experience in implementing and integrating a COTS based financial
system in response to the requirements and environments similar to RMP;
and the experience of any supporting subcontractors, consultants or
partners. Following review of all of the Capabilities Statements, each
respondent will be advised either that it will be invited to
participate in any resultant acquisition or, based on the information
submitted, that it is inlikely to be a viable competitor. At this time,
a reference evaluation will be conducted for those invited to
participate. However, all respondents are hereby informed that,
notwithstanding the advice provided by the Government in response to
their submissions, they still may participate in any resultant
acquisition. The Request for Proposal (RFP) will consist of an oral
technical presentation, together with a written technical proposal and
a price proposal. Past Performance will be evaluated as a part of the
RFP. Past Performance will be evaluated based on the company's history
of successful project completions, including technical excellence,
adherence to schedules and budgets, quality of deliverables, and the
level of cooperation between your company and its clients. The release
of the RFP and any contract award made pursuant to this solicitation
is subject to receipt of the required agency administrative approvals.
