Provide all resources and management necessary to operate and maintain the range complex at Fort Hood, Texas. The livefire complex presently includes seventy ranges, consisting of ten multi-use and sixty small arms ranges. Force XXI digitization, other modernization and government initiatives are expected to change the number and type of ranges during the life of the contract. The resulting contract will be a Cost Plus Award Fee type contract. The anticipated performance period is 1 October 1999 through 30 September 00 plus four one-year options. Offerors shall have an approved accounting system. The scheduled date for the issuance of the Final Solicitation is 7 December 1998. The scheduled date for receipt of proposals is 7 January 1999. These dates are only tentative. Changes will be provided via modification to the synopsis as prompt as possible. A pre-proposal conference will be scheduled during this period. The time and date for the pre pre-proposal conference will be stated in the solicitation. The solicitation will be completed following the guidelines of the Office of Management and Budget Circular A-76 -- Performance of Commercial Activities.
