The requirement consists of: providing Core Elsevier Science Collection Electronic Subscriptions (1998 through 1999 Subscription Years)- 173 Titles; providing Incremental Elsevier Science Collection Electronic Subscriptions (1998 through 1999 Subscription Years)- 922 Titles; and providing Electronic Access to Backfiles of Elsevier Science Collection (1995 through 1997 Subscription Years). Elsevier Science is the only known source for this acquisition; however, interested persons may identify their interests and capability to respond to the requirement or submit proposals outlining "equal to" services. All proposals submitted within the time specified will be considered by the Government. A determination by the Government on information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No contract willbe awarded on the basis of the responses received from this notice, since this notice cannot be considered a formal solicitation document. A written response must be submitted to this agency within the specified time frame. The SIC code is 8231 with an applicable size standard of $3.5M. Firms must indicate if their organization is an 8(a) Certified Firm, a Small Disadvantaged Business (SDB), a Small Business (SB), a Large Business (LB), or a Woman Owned Business in relation to the SIC code and size standard. The Government reserves the right to set the acquisition aside for the 8(a) Program or for Historically Black Colleges and Universities or Minority Institutions (HBCU/MI) based upon responses to this synopsis in order to assist with this determination. The solicitation package, including publication titles, will be available on the World Wide Web. Paper copies of the solicitation package will not be issued. Contractors are responsible for obtaining the documents and submitting one complete copy of theirquote to the correct office by the time and date specified.
