The subject acquisition is for a broad range of maintenance, repair, and minor construction work on real property at McChord AFB, Washington. The contract will be an Indefinite Delivery-Indefinite Quantity (IDIQ) type contract and will include a wide variety of individual construction tasks as identified in the Means Computerized Pricing Guide (MCPG). During the contract period, Base Civil Engineering (BCE) will identify construction tasks required to complete each specific job, and 62d Contracting Squadron will negotiate and issue individual delivery orders to the contractor to complete those jobs. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. The contractor will be required to maintain a management office on McChord AFB in order to receive delivery orders and provide other management services related to accomplishing individual jobs. Individual jobs will vary in size and complexity. The jobs will include tasks in a variety of trades, including carpentry, road repair, roofing, excavating, interior electrical, steam fittings, plumbing, sheet metal, painting, demolition, concrete masonry and welding. The Government anticipates significant subcontracting activity under the SABER contract. The areas of evaluation are stated in SECTION M of this solicitation. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the overall best value to the Government considering Price and Other Factors. The solicitation will be available for download only from the following Internet site: http://www.mcchord.af.mil/private/lg/cons/conindex.htm The Contractor MUST have completed a similar type project either as a prime or a sub to submit an offer for consideration. Information on past projects must be submitted with your proposal. The guaranteed contract minimum is $150,000 and the proposed basic year maximum is $7,000,000. The average value of SABER delivery orders under the current SABER contract at McChord AFB from September 1994 to PRESENT was $125,513. The performance period will be a twelve (12) month basic year with four (4) twelve-(12) month option years to be executed at the Government's option. The proposed contract is RESTRICTED to 8(a) firms that are serviced out of Region 10, District Offices (Anchorage, Boise, Portland, Seattle, and Spokane), which have SIC Code 1542 among their approved SIC CODES. NOTE: A copy of the firm's certification letter from SBA MUST accompany the offeror's proposal. ALL OTHER FIRMS ARE DEEMED INELIGIBLE TO SUBMIT OFFERS. Joint Ventures are allowable on competitive 8(a) set-asides, however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Opportunity Specialist (BOS) as soon as possible. It is also recommended thatthe agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL. This procurement will be evaluated using technical acceptability, past performance, and cost factors. This is a negotiated procurement, therefore, offers will not be publicly opened. Interested parties should provide evidence of their capacity to obtain bonds for a project of this magnitude, and information that demonstrates a capability to perform projects of this magnitude.
