This Market Survey is to locate sources for continued Contractor
Support for the AN/APD-13 Advanced Quicklook (AQL) system for one year
with an option for an additional 9 years. The AQL system is an
integral part of the Army's Guardrail/Common Sensor (GR/CS) system. The
GR/CS system is a corps level, near real-time intercept, location and
exploitation system used with the RC-12 series aircraft. GR/CS is used
for communication intelligence (COMINT) and electronic intelligence
(ELINT). The AQL system performs the ELINT function of the GR/CS
system. It intercepts signals from non-communications emitters, locates
the emitters, identifies their characteristics, correlates them with
the characteristics and locations of known emitters, and correlates
emitter types with known weapon systems. There are currently three
fielded GR/CS systems worldwide (Europe, Korea, US) and one currently
in development at Sunnyvale, CA. Potential offerors will be required to
provide one or more of the following: up to two Field Service
Representatives at each of the four GR/CS sites as required by the
user; Contractor Depot Support for repair of AQL RF Antennas (NSN
5985-01-260-4573, p/n C5117800-301) and other AQL items as required;
manufacture of additional AQL assets as required. We anticipate
awarding a fixed price contract with economic price adjustment (FP-EPA)
for the FSRs and spares portion and a Time and Materials contract for
the actual repair actions. Potential offerors must have access to an
anechoic chamber with appropriate Direction Finding accuracy and
sensitivity for the testing and calibration of the RF Antennas.

TS/SCI level. Suppliers capable of providing this support must so
