58 -- LEAFLET DISTRIBUTION SYSTEM POC E. J. More, (813)840-5453 United States Special Operations Command (USSOCOM) is conducting market research of potential sources for Psychological Operations Leaflet Delivery System. This is not a solicitation but a request for information. The 4th Psychological Operations Group (POG) has a requirement for a leaflet delivery system. Leaflet Delivery System (LDS) is a family of systems, which will provide PSYOP forces the ability to safely and accurately disseminate small to large quantities of PSYOP products (leaflets) over small to large area targets in all threat environments. LDS will be non-lethal, non-threatening, low radar profile systems. Proposed LDS include remote-controlled systems, which can be employed from perimeter areas; payloads, which can be delivered from, unmanned aerial vehicles, high altitude low opening delivery systems delivered by manned and unmanned aircraft. In order to accurately deliver leaflets in denied, hostile, or remote areas, some LDS will require homing and guidance systems, timers, and barometric devices for activating at pre-designated altitudes and locations. The LDS family should be varied to allow PSYOP and supporting forces to choose the appropriate system for a dissemination mission based on policy, operational requirements, aircraft availability, and environmental restrictions such as wind velocities and hostile fire. LDS may consist of multiple variants to satisfy the following requirements: 1. Disseminate leaflets to a target area at a minimum of standoff distance of 10 miles (threshold) and up to 800 miles (objective) from launch location. 2. Carriage and single release of a minimum of 75lbs of printed material. 3. Accuracy: Deliver leaflets to accomplish a desired pattern size and density on the ground with a Desired Mean Point of Impact (DMPI) of at least 500 meters and an objective of 250 meters. 4. Pattern and Density: density of leaflets with the ground pattern of a leaflet drop of 6-33 leaflets per 100 sq. meters (threshold) and 33-100 sq. meters (objective). 5. Operating and releasing from a minimum of 500ft above ground level (AGL) to 15,000ft above sea level (ASL) and up to 500ft AFL to 20,000ft ASL. 6. Mission Rates: sustained operations at a minimum of one mission per day and up to three missions per day. 7. Reliability: reliability to reach target locations must be at least 75% with an objective of 95%. 8. Survivability: as a minimum LDS must disseminate leaflets in low, medium, and high defense threat environments with an object of dissemination in low, medium, and high defense threat environments with a low radar, visual acquisition and variable flight profile. 9. Dispersion Predictability: dispersion patterns must be predictable to with 75% (threshold), and 90% (objective) using current and future calculation methods. 10. Loading Time: systems should be able to load onto delivery platform with full performance capability within 6 hours (threshold) and 1 hour (objective) of delivery of leaflets to LDS operator. 11. Product Dissemination Capability: provide a flexible capabilityto support the dissemination of single sheet print products (threshold), products such as candy bars, matchboxes and radios (objective), to meet military objectives and policy restrictions. USSOCOM is requesting information in the form of White Papers submitted to USSOCOM, ATTN: SOAC-PMC4 (Mr. Mark Spadaro), 7701 Tampa Point Blvd., MacDill AFB, FL 33621-5323 for technical evaluation.
