69 -- DEFENSE SATELLITE COMMUNICATIONS SYSTEMS (DSCS) III SATELLITE SIMULATOR (DSS) DUE 120198 POC Bryan A. Sasaki, 719-554-8818 E-MAIL: notthad@arspace-emh2.army.mil, sasakib@arspace-emh2.army.mil. U.S. Army Space Command (USARSPACE) is seeking that have the capabilities to simulate the Defense Satellite Communications System (DSCS) III satellite to meet training requirements, software/operational database testing, and equipment certification. USARSPACE has the operational responsibility for network, payload, and contingency platform configuration control of the DSCS III. The DSCS III Satellite Simulator (DSS) will provide the means of certifying satellite controllers for all payload and platform functions. The DSS will be used to provide initial and refresher training and certification scenarios to DSCS Operations Center (DSCSOC) and Contingency DSCS Operations Control System (CDOCS) operators. The DSS will provide the means to verify DSCS III operational software/database and equipment certification. The DSS should be a stand-alone system capable of allowing controller training without interrupting mission availability of the operational systems. The DSS may also be used to develop and certify procedures for controlling the satellite and to identify and verify solutions to anomalies. The DSS software shall be capable of providing the full range of possible telemetry indications of the DSCS III space vehicle representative of on-orbit operations. The level of simulation shall be such that the users will be unable to distinguish between the simulator and an actual DSCS III satellite. The DSS must accept, process, and execute all commands available for use on the DSCS III satellites. It shall provide the means to vary critical telemetry indicators through the complete range of nominal and anomalous values, and it shall simulate spacecraft responses to ground-generated commands. Telemetry indications and response to commands may be generated manually by the DSS operator or in real time through the processing of a DSCS III subsystem simulation model. The DSS shall be capable of operating with VAX Virtual Memory System (VMS). The DSS shall be transportable or have the capability of being connected to a satellite control system from a remote site. A Commercial-Off-The-Shelf (COTS) system is highly desirable. Multiple-user systems may be considered (i.e., systems that have been developed for other services/organizations that may be modified for this use There is no commitment on the part of the government to award a contract as a result of this request for information nor to pay for the information received nor demonstration provided. Interested sources should submit written notification to USARSPACE CMD (FWD), ATTN: SMDC-AR-CM, 1670 Newport Rd., Colorado Springs, CO 80916-2749. Responses, as a minimum, shall provide the following: a synopsis of the proposed system capabilities to include maturity, uses elsewhere in the DoD and/or civilian sector; the proprietary conditions which may be applicable; description of the use of the system (system operation requirements to include operator involvement, maintainability features, interface requirements, etc.; proposed modifications and anticipated timelines that may be required to extend capabilities to satisfy the aforestated requirements; rough order of magnitude cost (to include basis system installation, documentation, maintenance and usage fees); description of organizations that are currently support to include points of contact that may have to render permission to use the proposed system or to grant interface authority; Company specific information to include company name, address, web page, point of contact, phone no., fax no., e-mail ; and, availability date/timeframe.
