Command Acquisition Center (AMCAC), Aberdeen Proving Ground, is
soliciting concepts for innovative research and development projects.
The mission areas are: Physical Security; Explosive Detection and
Disablement; Chemical, Biological, Radiological and Nuclear
Countermeasures; Personnel Protection; Tactical Operations Support;
Infrastructure Protection; Investigative Support and Forensics; and
Surveillance, Collection, and Operations Support. The AMCAC is the
procuring office for this Broad Agency Announcement (BAA) for the
Technical Support Working Group, that is the program office sponsoring
this BAA. The information in this announcement, along with the BAA
package (that offerors must request from the AMCAC), constitutes a
solicitation of concepts from those offerors capable of satisfying the
government's needs. The government encourages non-profit
organizations, educational institutions, small businesses, snall
disadvantaged businesses, government laboratories, and HBCU/MIs, as
wellas large businesses, to submit research concepts for consideration.
The BAA selection process will be conducted in two phases. Phase I
submissions shall be a vugraph with a white paper, submitted as a
result of this announcement and the BAA package. Offerors may submit
proposals immediately upon receipt of the BAA package up until 01 March
1999. Phase II submissions shall be by invitation of the government
only and consist of a full proposal. The due date for these proposals
shall be established by the government, when offerors are invited to
submit. Potential offerors are encouraged to request the BAA package
from the AMCAC as soon as possible to ensure compliance with the
detailed proposal instructions. Potential offerors must obtain the BAA
package itself, DAAD05-99-T-0166, which describes the full process for
concept submission/evaluation. This BAA package will be made available
after 15 days from the date of this synopsis. BAA packages may be
optained in two ways: 1) hard copy which may be obtained via written
